Guidance on budget implementation: 50% of the project should be completed in the third quarter

The government has made a budget implementation guideline with the provision that the physical progress of the project should be 50 percent within the third quarter of the current financial year. In the current year's budget implementation guidelines, which came into effect on Thursday, it is mentioned that payment arrangements should be made only on the basis of the physical progress and quality of the project.

 

 

No physical progress is required for disbursements until the first trimester. However, according to the guidelines, 30 percent of the project's progress should be 30 percent for payment in the second quarter and 50 percent for payment up to the third quarter. In the case of less progress than that, it is mentioned in the guidance that payment arrangements should be arranged only after the project leader commits to complete the mentioned physical progress within the next quarter.  In order to effectively implement the

project and complete it within the stipulated time, it is mentioned in the guidance that the project leader should be selected on the basis of internal competition. "Unless the minimum score specified in the performance agreement is not achieved, a standard of not transferring the project manager should be prepared and implemented throughout the project period," the guidance says, "to speed up the project implementation, arrangements should be made to work in three shifts daily." To facilitate the implementation of the

project, environmental impact assessment (EIA) and preliminary environmental testing should be done within the minimum time limit specified in the current law. It is mentioned in the guidance that when bidding for road construction, water supply and sewerage, electricity pole and wire management or underground work should be included in one package. 

There should be an arrangement to speed up the procurement process for projects that have been completed, including land acquisition and approval of forest areas. "The project manager and construction professionals should be made more accountable for the progress of the project," the guidance says, "the mediation process for resolving disputes related to the project should be made legal, transparent and responsible."

"A person who creates an unnatural liability by preparing a faulty design and specification should be held accountable according to the law," the standard says, "programs/projects that are not included in the allocated budget and approved programs cannot be implemented." Budget release, money transfer and program revisions cannot be requested for programs/projects that are not included in the allocated budget and approved programs.

"A new program/project cannot be proposed in the middle of the financial year," it is said in the guidance, "The relevant officials will be responsible for carrying out the implementation process of such programs/projects." Regarding the implementation of the new programs/projects included in the budget of the financial year 2082/83, arrangements should be made to implement them in a coordinated manner by ascertaining whether the budget has been allocated from the provincial and local levels.

"Economic liability cannot be created against the consent of the Ministry of Finance, the management of additional liability created without consent (withdrawal, transfer of funds or program revision) will not be done by the Ministry of Finance," the guidance says. However, in the case of foreign aid projects, there is no need to ask for financial consent when proceeding with the procurement process within the agreed amount.

"Necessary arrangements must be made to complete the construction work of the project within the specified quantity, cost, quality and time limit," the guidance says, "Construction professionals who do not maintain the specified quality, do not start work within time, do not work according to the work plan and do not complete the work, will be prosecuted according to the law and the contract agreement should be canceled." 

It is stated in the guidance that after signing the contract, if the subcontractor is to be contracted for all or some of the works under the contract, the relevant project manager should be pre-approved in writing.

"Except for urgent work, it should be arranged that subsidiary contracts cannot be entered into at more than one level," the guidance states.

"If the employee transfer, posting etc. is not carried out at the specified time, there will be a hindrance in the implementation of the program/project, so if necessary, the transfer/posting of the staff should be done as soon as possible," the guidance says. Ghanshyam Upadhyay, secretary of the Ministry of Finance, said that the current guidance is more focused on financial discipline than in previous years.

"The guidance is focused on reducing current expenditure and increasing capital expenditure," he said, "The guidance has been issued by including provisions in the law for effective implementation."

Under the guidance, only 10 percent of the allocated amount can be transferred. According to which, according to the Appropriation Act, 2082, the transfer of funds shall not exceed 10 percent of the allocated amount.
