When recommending the budget for the next financial year 2082/83, the Ministry of Urban Development has said that it had to compile the plan in pieces after increasing pressure from the parliamentarians to the provincial and local levels to include their plans. Similarly, the Ministry has stated that the budget allocation of thousands and lakhs has to be made to complete some of the ongoing projects.

Contrary to the decision of the Council of Ministers not to include piecemeal schemes below three million rupees in the federal budget and the commitment of the finance minister, Sahari has included four thousand schemes under one million rupees in the next year's budget. Although the plan prepared by the National Planning Commission cannot be entered in the project bank below 30 million, on the contrary, the plans are kept in the budget. 

Ministry has included 3 thousand 983 programs and plans ranging from 1 thousand to 99 lakh rupees in the budget of the next financial year. Which is 59 percent of the total programs and plans of the Ministry. Sahari has budgeted 6,755 plans and programs for the coming year. Dilip Bhandari, joint secretary of the ministry and head of the building, housing and planning division, said that the plan budget of thousands and lakhs is kept only to maintain the title (program). 

From 2075/76, a safe civil housing program was started to replace the roofs of the roof with zinc sheets. 2 lakh 13 thousand beneficiaries were selected. Out of this, we are working with 167,000 beneficiaries by agreement," he said in a press conference organized by the ministry on Wednesday regarding the program for the next financial year, "in which 75,000 rupees are given to replace the roof per family. Now only 77 thousand beneficiaries are left, he said. He said that when the budget was requested from the Ministry of Finance for that, there was not enough allocation. "For the budget of 2.3 billion rupees requested for the coming year, only 35 million rupees were received," he said. 

Although there is a standard of not having projects costing less than 3 crores in the budget of the federal government, Sahari has allocated only 1-1000 rupees for 20 programs. The National Planning Commission had implemented the 'National Project Bank Standard 2081' to allocate the budget only for projects worth more than three crore rupees, in order not to keep piecemeal plans in the budget. Sahari has included the most piecemeal plans in the budget, breaking the norms. 

"There are not only 1,000 programs in the budget, but also plans of lakhs," Bhandari said, "There are some successive plans, which have been conducted by the association in the past but have not been completed." If 10 lakhs are provided for such schemes, why not put them in the budget?'' He said, 'The plans that have been implemented under the union government should not be entrusted to the municipality, even though the documents will be with the union, it should be done by the municipality itself. Therefore, a small budget has been kept in some programs.' 

Bhandari claims that the ministry has no intention of keeping a piecemeal plan in the budget.  'When there is a demand for a plan from all the districts, the political leadership has to be addressed in some way', he said, 'Everyone expects development, that's how the budget has come. According to the project classification standards, the budget has been implemented by the union, state and municipality.

He said that there has been a demand for a plan worth 7 billion for the next financial year. There are 2 thousand 274 consecutive programs for the next year. There are 2 thousand 52 new programs conducted by the association, and 2 thousand 453 programs conducted by the provinces and municipalities.

Out of the budget of 1 trillion 18 billion allocated for the next financial year, 91 billion 34 billion rupees are for the programs conducted by the association. 9 billion 89 million rupees in the program operated by the province and 15 billion 91 million rupees in the program operated by the municipality.

"We have been telling the Office of the Prime Minister and the Council of Ministers, the Ministry of Finance and the National Planning Commission that it will be difficult to meet the demands from the MPs, provinces and municipalities from the beginning," Bhandari said, "The budget has increased since there is no position to meet the demands without increasing the budget." The National Planning Commission had given a ceiling of 51.89 billion rupees for the ministry. "The budget has come in such a way that the existing manpower cannot implement it," Joint Secretary Bhandari said, "We are trying to increase the manpower, we will make it work even if it is by keeping the technical manpower under contracts and wages." 

Joint Secretary and Spokesman of the Ministry, Narayan Prasad Mainali said that the goal is to construct 200 suspension bridges and repair 100 bridges in the next financial year. "We will construct 100 km of roads and 300 km of roads will be paved," he said.
