Now project banks are mandatory at all three levels

According to the constitutional provisions, the standards of project banks will be implemented at the union, state and local levels from this year. While the government is in the final stages of preparing the budget for the next financial year, the National Planning Commission has suggested that only projects worth more than three crores in the union, more than one crore in the states and smaller projects at the local level should be kept in the project bank.

Using the single right mentioned in the constitution, the Union Government has created the 'National Project Bank Standard-2081' to have the same type of project bank at all three levels, where it is specified which government will keep the number of budget projects in the bank. The National Planning Commission has made it strict after the small pieces of plans implemented annually through the local level have been placed in the union and the states. Only the supplementary, special and conditional grant projects received from the Union and the state should be kept in the bank so that they are implemented by the local level. 

National Planning Commission Vice Chairman Shivraj Adhikari said that the project bank is going to be fully implemented in the Union. "Associations worth more than 30 million and provinces worth more than 10 million will keep projects in the bank," he said.

The official says that the project has been kept in the bank with a specified amount so that the union does not go to the jurisdiction of the state and local level. Under the common rights of the constitution, the union will implement projects worth more than 500 million that are of national security and strategic importance. It includes large projects and projects of national pride. The commission has said that since big projects will be implemented by the association, the budget should be allocated accordingly. Projects above the local level limit and below 500 million will be implemented by the province. It will have medium and medium projects. 

Even at the local level, it is specified in the project bank standards that how many projects should be implemented by rural municipalities, municipalities, sub-metropolitan cities and metropolitan cities. According to the norms, the rural municipality will have to keep a minimum of 3 crores, 5 crores for municipalities, 100 crores for sub-metropolitans and 150 crores for metropolitans. 

According to the new standards related to the National Project Bank, there will be systematic interconnection between the National Project Bank, the Provincial Project Bank and the Local Project Bank. Preparation, pre-feasibility and feasibility, detailed and environmental studies should be done for entry in the project bank. It is mentioned in the criteria that if the project is not implemented even for five years, such projects will automatically become inactive and can be entered after modification. As a special provision, disaster situations, epidemic control, emergency situations, projects of a special nature operated with foreign aid and projects decided by the Cabinet will be kept in the project bank. It is mentioned in the criteria that real problems should be identified after detailed evaluation of incomplete projects and programs. As it is not possible to complete all incomplete projects simultaneously, it is stated in the criteria that priority should be determined. 

It was decided by the Council of Ministers in December 2080 that the Union would not allocate budget for projects costing less than 3 crores. In the cabinet meeting, the union had decided not to implement the schemes costing less than 3 crores and the state less than 1 crores, but it was not implemented. The National Planning Commission has implemented this standard to eliminate duplication of projects in the Union, Provinces and Municipalities.
