Bagmati State Government has launched 'e-Blue Book' service and Online Driving License (EDL) system. Along with this, now the vehicle owners under Bagmati province do not have to carry both driver's license and blue-book. It can be displayed through the citizen app. From applying for a new license from EDL, services including renewal can be taken online.
In an event held in Kathmandu on Friday, Prime Minister KP Sharma Oli formally inaugurated the integration of Blue-Book's QR system into the citizen app and the electronic driving license. Prime Minister Oli launched this system by clicking on the laptop. Under the EDL system, the customer can apply online for a new license, renew the license, add a new license category and get a copy.
The Ministry of Labour, Employment and Transport of Bagmati has said that if the license was previously attached to the Citizen App, now the Blue Book will also appear in it. With this new system, steps have been taken to make transport services paperless, faceless and contactless, said Labor, Employment and Transport Minister of the province Prembhakt Maharjan. "In the first citizen app, only the license was attached, now the blue-book is also attached," he said, "drivers can show the blue-book on their mobile phones, there is no need to physically carry the blue-book."
Minister Maharjan also said that arrangements have been made to renew the blue-book, pay vehicle tax and other services online. He said that a system called 'Transport Management Information System' has been developed for this. The Bagmati state government has said that it is conducting the digitization work at a fast pace by deputing 137 data entry personnel for the digitization of the trunks, files and other documents of about 2.3 million vehicles in its transport management office.
Bagmati province has prepared its own online driver's license system (EDL) according to Khagendra Poudel, information officer of the Ministry of Transport. "We have prepared our own system," he said, "License data has been transferred in coordination with the Traffic Management Department."
According to the traffic police, from 4th October 2081, action has been taken against the violation of traffic rules through e-challan. In this too, a provision has been made that action can be taken and fines can be paid through the citizen app. Minister Maharjan said that work is being done in coordination with the union government on the issue of digital payment and ride sharing regulation in public vehicles.
According to the Ministry, the situation is being tried to end the situation where the customer has to go to the transport office to pay the vehicle tax after downloading the vehicle details stored in the old and new trunks in a digital format. He said that with the implementation of the system that vehicle registration, renewal, name change etc. can be done through the online system, the tax and renewal history of the vehicle will also be updated in the digital system.
Currently, the officials of the ministry have the experience that it is difficult to take the offices to 'automation' because the vehicle owners are sometimes paying tax in which province and sometimes in which province. The ministry said that it is preparing to provide online services by developing a mobile application of the currently used Transport Management Information System (TMIS).
