The National Planning Commission has cleared the project bank and started the re-entry work saying that the plan has not been prepared and the plan has been put in place. According to the National Planning Commission, the 18,000 projects that have been kept in the project bank are being entered into the new project bank as per the 'National Project Bank Standard - 2081'.

 

According to 'National Project Bank Standard-2081', projects worth less than 30 million cannot be entered and projects not in the bank will not be included in the budget. According to the National Planning Commission, next year's budget will not have fragmented plans like in the past. According to the commission's data till Wednesday, 6 thousand 246 projects have been entered in the bank. 

Only 3,067 of the old 18,000 projects that meet the criteria have been included. Similarly, 3 thousand 179 projects have been entered in the new system. Currently, most of the projects under the Ministry of Urban Development are included in the project bank. There are 2,425 urban development projects. According to the data of the Commission, 2 thousand 118 projects under the Ministry of Water Supply and 1 thousand 128 projects under the Ministry of Physical Infrastructure and Transport have been included in the bank.

Earlier, it was decided by the Council of Ministers in December 2080 that the Union would not allocate budget for projects costing less than 3 crores. Contrary to that decision, the federal government did not miss to put dozens of programs worth up to 1 lakh rupees in the budget in the current financial year. Without looking at resources, needs and justification, small pieces of planning based on power and access were included in the union's budget.

There are only 99 schemes worth 1 lakh in the current financial year under the Ministry of Urban Development. Most of the planning minister's districts are concentrated. Now this 'Tajbiji' cannot be done. Similarly, the National Planning Commission has implemented this standard to eliminate duplication of projects in the Union, Provinces and Municipalities.  It is mentioned in the criteria that only other projects should be entered in the bank, except for

s that are implemented in a systematic way. According to the standards, the project implementing agency shall update the financial and physical progress statement quarterly in the project bank in case of ongoing projects.

Former Secretary Maniram Gelal said that good work has been started by the National Planning Commission. Last year too, projects worth less than 3 crores will not be kept in the budget and only projects included in the plan bank will be kept in the budget, but the budget has not been allocated accordingly, he said.

It has been said that projects worth less than 30 million won't be kept in the bank this time, the union should not plan in small pieces, and the criteria have been clearly made for what kind of projects should be implemented by the state and local levels. He retired from the Ministry of Urban Development some time ago. He said that the union should implement only the priority projects. The rest of the project had to be sent to the provincial and local levels. This is also the essence of federalism," he said. "We said to do the same before, but it was not possible. The effort that has been started now by creating standards is good, it should be implemented by all the ministries."

In the case of new projects, it is mentioned in the standards that the project should be entered in the bank by the end of February of the current financial year. But in the case of new projects to be implemented in 2082/83, it was said that they should be entered in the system by the end of March 2081. A member of the Planning Commission said that time has been given till April.

 The commission will have a secretariat for the operation and management of the project bank. It is mentioned in the criteria that the division will work as a secretariat as specified by the commission. The Secretariat will act as a point of contact in the identification, classification, evaluation, selection and prioritization and re-prioritization process of projects from the relevant ministries or agencies.

Amit Kumar Sharma, information officer of the road department, said that projects worth less than three crores will not be included in the upcoming budget. "The project will be placed in the bank according to the standards made by the commission," he said. 

In relation to the relationship and operation of the provincial project bank and the local project bank with the project bank, the Commission has mentioned in the criteria that both levels should be developed, necessary support, coordination, facilitation and guidance. According to the standards, the ministry or the central agency has to conduct a pre-feasibility and feasibility study based on the need and justification in the case of infrastructural projects. The approved environmental study report of the project is mentioned in the criteria to be entered in the project bank. Detailed project report, environmental impact assessment report, and action plan should be entered in the project bank if land is to be acquired for the project.

Commission member Prakash Kumar Shrestha said that old projects have been integrated into the system. "Old projects were 18,000, this is not a valid list," he said.

'This will help to choose the right project, first the Ministry of Finance will give a budget for the preparation and then the project will be placed in the bank only after the preparation,' he said, 'The intention of the commission is to select implementable projects through the management of the projects.' Ministries or agencies may enter the details of the proposed project to request the necessary budget for the identification of new projects that have not been prepared for study and research purposes. Commission's approval must be obtained for projects costing more than one billion submitted for entry in the project bank. 

According to the new standards issued by the Commission, the Secretariat will have to submit to the relevant member of the Commission to view the Project Bank for the approval of projects with a cost of less than one billion submitted for entry in the Project Bank.
