The parliamentarians have increased pressure to revive the 'Members of Parliament Development Fund' which was canceled in 2078 based on the conclusion that the budget has been scattered and misused due to the trend of allocating the budget for MPs and spending it on their own expenses.

 

 As they know what kind of development is needed in the constituencies, MPs pressured Deputy Prime Minister and Finance Minister Bishnu Prasad Paudel to include at least one physical infrastructure development project in each constituency in the budget of the next fiscal year. 

Federal Parliament's Finance Committee held a meeting with officials of the Ministry of Finance and the National Planning Commission on the budget for the next financial year on Wednesday.

Parliamentarians of the Finance Committee have shared and clear views regarding 'Sansad Development Fund' or development projects in every constituency. Most of the MPs who spoke at the meeting said that they should be able to choose development projects for their constituencies and direct, proportional and all MPs of the National Assembly should be given the right to mobilize the budget without discrimination.

Member of Parliament Tshiring Damdul Lama says that funds should be allocated for development through the MP Development Fund in the upcoming budget. The government has cheated the citizens of Karnali including Humla. Neither has the road network been delivered to all locations, nor has new projects for the construction of physical infrastructure been added," she said. If possible, MP Ganga Karki said that the projects given to all honorable members, or at least the MPs in the Finance Committee, should be included in the next year's budget. He said that an integrated blueprint for project construction should come through the budget. 

MP Kalpana Chaudhary insists that the federal budget should cover all MPs equally. She said that there should be no discrimination between direct, proportional and members of the National Assembly during budget allocation. "Members of Parliament are all equal, there is no need to distinguish between direct and proportional," she said, "direct and proportional MPs should not be confused." We also need an environment to fight elections.' 

Former Finance Minister Prakasharan Mahat says that projects recommended by MPs should be included in the upcoming budget. "If there is no increase in revenue, there will be a lack of budget resources and if there are no resources, there will be problems in implementation," he said.

Former Finance Minister Varshman reiterates that one sector, one infrastructure program is necessary in the post-Covid budget. He said that the sluggish economy is gradually returning to normal after the Covid-19 pandemic. He said that although the current economic growth of around five percent is acceptable, the development according to people's expectations is still not possible. 

Former minister Gyanendra Bahadur Karki said that the budget should be focused on the constituencies to fulfill the promises made by the representatives sent to the center by the people. "Now, Nepal has a 'grey list' of the Financial Action Task Force (FATF) in the matter of money laundering. The budget should be focused with the goal of getting the country out of this," he said. 

  MP Vinod Chaudhary says that budget should be given to every constituency through MP Development Fund in the upcoming budget. Due to lack of resources, he emphasized that the budget should be focused on completing incomplete projects in the coming year. He suggested not to have new projects in the upcoming budget and to allocate funds to complete projects under construction. 

MP Surya Bahadur Thapa Chhetri said that projects should be selected based on needs and not on the basis of strength and access. He said that the budget should be allocated based on the indicators and the scope should be expanded by reducing the rate of revenue. MP Anjali Shrestha said that the budget should be allocated to MPs as the people's representatives spend for the development of the people. 

MP Virajbhakta Shrestha said that capital expenditure should be increased and the budget should be built based on returns. He said that since the overall economy is in a complicated situation, prompt intervention is necessary. He also pointed out that the government needs to bring a relief package to make the economy run immediately. MP Narayan Prasad Acharya stated that federalism has not been effectively implemented and there has been no coordination between the three levels of structures. 

Last year, the Supreme Court stopped spending the budget allocated by the government in the name of developing the constituencies of federal and state parliamentarians. In the first week of August 2080, the Constitutional Bench of the Supreme Court gave an interim order that the budget for the financial year 2080/81 should not be implemented. 

The Supreme Court recalled the principle of separation of powers, the responsibility of managerial work, the role of parliamentarians, the responsibility of the Planning Commission and related ministries and the concept of planned development, conflict of interests, good governance and accountability.

The Constitutional Bench consisting of Chief Justice Shrestha, Justices Ishwar Prasad Khatiwada, Anand Mohan Bhattarai, Anil Kumar Sinha and Prakashmansingh Raut issued an interim order not to implement the infrastructure development program in the parliamentary area while hearing a writ filed by advocates Trilok Bahadur Chand and Yagya Prasad Adhikari.

With this order, the tendency of parliamentarians to spend the budget allocated by the Union and all the seven provinces in the name of 'Parliamentary Zone Infrastructure Development Program' was stopped.
