To implement the sustainable development goals, an average annual investment of more than 30 billion rupees is required. The "Sustainable Development Goals: Identification of Needs, Investment Estimates and Financial Strategy 2081" released by the National Planning Commission on Sunday showed that investment equal to that amount is necessary. But the annual budget of Nepal is only around 18 billion.

According to the commission, 211 trillion 65 billion rupees will be required to implement the sustainable development goals in the period 2024-30. According to this, by the year 2030, the commission has pointed out that there will be a resource gap of 7 trillion 55 billion rupees per year. This is an average of 11.1 percent of the gross domestic product (GDP) of the period. 

"The report estimates that the annual average financial gap in the public sector is 4 trillion 26 billion and the financial gap in the private sector is 3 trillion 29 billion rupees," the report says, "According to the target, the largest financial gap is seen in infrastructure, sustainable cities, education, health, and drinking water and sanitation." It is also mentioned in the report that 44.9 percent of GDP investment is required in 2030 to achieve sustainable development goals. An average investment of 45.4 percent of GDP is estimated to be required during the period 2024-2030. This estimate is 2.4 percent lower than the previous estimate for 2016-30, the report said. "At the regulation rate of the financial year 2022/23, the total investment requirement for the year 2024-30 is 1 trillion 63 billion US dollars," said the report, "based on this, the annual average investment requirement is 23 billion US dollars." According to the report, 12 percent of Sustainable Development Goal-7 (Clean Energy) and 11 percent of Goal-1 poverty alleviation are needed. An average investment of 45.4 percent of GDP is estimated to be required during 2024-30. This estimate is 2.4 percentage points lower than the average annual estimate made in the previous strategy. 

According to the commission, a strategy has been prepared so that financial resources are available from public, private, cooperative (including non-governmental and community) and household levels to meet the investment needs of sustainable development goals. It is estimated that 57.5 percent of the total investment requirement of the sustainable development goal will be mobilized from the public sector. 

Of this, it is estimated that the share of investment of union, state and local level will be 70, 9 and 21 percent respectively. According to the commission's report, 34.35 percent of investment will be mobilized from the private sector, 4.18 percent from the cooperative and non-governmental sector, and 3.95 percent from the household level. In the seven years since the implementation of the Sustainable Development Goals, the progress of Goal-1 (end poverty) has been encouraging, but the progress of Goal-2 (zero hunger) has been slow, the report said. In 2015, poverty was 36 percent, but in 2019, it was limited to 15 percent, the report said. In 2015, 21.6 percent were below the poverty line, and in 2022, it fell to 20.27 percent. Multidimensional poverty also declined to 17.4 percent in 2022. In 2015, such poverty was 30.1 percent. 

In Sustainable Development Goal-9 (Industry, Innovation and Infrastructure), road density has increased from 0.55 km/sq km to 0.63 km in 2022. The mid-term progress assessment of the Sustainable Development Goals showed 41.6 percent progress towards achieving the Sustainable Development Goals by 2022. Of the indicators, 41 percent (98 indicators) exceeded the target, while 35 percent (83 indicators) showed progress. Out of total 238 indicators, 47 indicators i.e. 20 percent retreated and 3 percent (7 indicators) did not change in the report.
