The high-level Economic Reforms Suggestion Commission formed under the coordination of former Finance Secretary Rameshwar Khanal has suggested that projects of a salubrious nature like Lumbini and Pashupati Area Development Fund should be removed from the list of projects of national pride.
The Commission has suggested that the implementation of national pride and multi-year projects, their responsibilities and the payment of builders should be varied and the policy of choosing new projects should be adopted only if financial resources are available.
"Projects of national pride that have not been completed for a long time should be prioritized and completed within 5 years," the report says, "Projects that can be completed within the medium term (1 to 3 years) and give returns should be prioritized."
"The progress of the projects related to the construction of physical infrastructure should be monitored on a monthly basis and arrangements should be made to make mandatory bills and pay within 15 days on the basis of performance," the report said, "This arrangement will help bring about a change in the current trend of spending most of the capital budget in the last month."
"New projects should be selected only to help increase the gross domestic product by supporting production and marketing," the report says, "strategies should be made to use the physical infrastructure that has been built to increase production." Through the report, the committee has suggested that only projects that have been given enough time for
preparation should be included in the budget and implemented. The commission's suggestion is that ministries related to infrastructure construction should arrange a project development unit for project preparation.
