The building of the main administrative office of the district in Saptari has been incomplete for 11 years, where the construction of infrastructure such as roads and bridges has not been completed for years after the contract was awarded.

The building of District Administration Office Saptari has not been completed for 11 years . After there was a problem in the operation of the district administration office in the tax office building at Rajviraj, the administration prepared to build its own building. 

According to the account branch of the district administration, a contract agreement was signed with Gauri Parvati/Nilgiri/Ivasu/Isadevi JV Old Baneshwar Kathmandu for the construction of the building on 19th June 2071 for 4 crore 36 lakh 33 thousand 38. 

The construction company did not complete the work according to the contract to complete the construction within 30 months . The deadline for the construction company to complete the construction of the building by extending the deadline for the fourth time was set on November 11, 2076.

Lalan Gupta, the accountant of the administration office informed that the construction company had not completed the work even at that time. It has been five years since the last deadline was extended. But the company has not shown any diligence to complete the work . 

According to the accountant Gupta, the construction company has completed only 72.94 percent of the building work to be done according to the contract. The construction company has already received 30 million 18 million 28 thousand 290 payments out of the agreed amount of 4 million 36 million 33 thousand 38 rupees. 

District Administration Office Saptari has stated that even after repeatedly writing to the construction company to complete the work, it has been extended four times since the first fixed date. Accountant Gupta said, "Several times correspondence and requests were made, "the letter was cut until the people of the construction company were present, even after the bank guarantee was stopped, the contractor has not completed the building construction work.''

Gupta said that due to the fact that the building could not be constructed within the stipulated time, the guarantee of the then Nepal Bangladesh Bank of the construction company was also stopped. The office was moved to the incomplete building in Baisakh 2078 due to problems in the work due to the construction of the building not being completed on time.

At that time, the tax office building where the district administration office was located started leaking and the documents got wet and destroyed. Now the administration office is operating in Adhurai building .

According to Accountant Gupta, 23 rooms including meeting room, toilets on all three floors should be constructed in the three-storey building, with toilets on the first floor in the rooms of pragia and assistant pragia. 

According to Engineer Rajkumar Mishra of the Intensive Urban and Building Project Office Rajviraj, who is responsible for the technical work of building construction, even though there is a budget of 20 million in the current financial year, the contract agreement has expired, so there is no situation to start the work immediately . Engineer Mishra said, "The term of the old contractor should have been extended or changed." And only the work can proceed.'
