The construction of Nagadhunga-Sisnekhola tunnel has been stopped for 15 days. When the construction work is in the final stage, the work has been stopped due to local obstruction. The locals are repeating the old demands and stopping the work. The locals have not allowed the work since Chait 3 saying that the fulfilled demands should be settled. Now the work has been stopped on both Kathmandu and Dhading.
The completion time of the project is becoming uncertain when the work is stopped when the construction is in its final stage. Even after two weeks of the work stoppage, neither the Ministry of Physical Infrastructure and Transport nor the Road Department has shown diligence in solving it.
It has been found that the ministry has not taken any initiative for immediate solutions even when the locals obstruct the construction time and again. Thapa says that even though the project leader is changing rapidly, it is difficult to solve the problems that appear in the project immediately. Now the project is leaderless. After the transfer of project chief Gyanendra Kumar Jha in the Suryavinayak-Dhulikhel road project, the Nagadhunga-tunnel construction project has become without a chief.
Senior Divisional Engineer of Nagadhunga-Tunnel Construction Project Sanjay Panthi said that although the project is underway to solve the problem, the locals have not given up their stand. "Despite sending a letter and inviting them for talks, the locals have not come," he said.
Work was being done to bring the tunnel into operation by October 2082. Panthi says that when the work is stopped, it will be difficult to complete it within the stipulated time. Currently, lighting, ventilation, construction of concrete road inside the tunnel are in the final stage. The flyover, which is in the final stage of construction in Kisipdi area in Balambu, has also been stopped.
Locals of Chandragiri Municipality-2 Tutipakha have put forward a demand that the ongoing programs or projects should be continued through the project or should be conducted through the road department.
This is not the first incident where the locals obstructed the construction of the tunnel. Since the construction started, locals of both Dhading and Kathmandu districts have been obstructing the work many times. Even after the completion of the project, the locals have blocked the work by demanding that free drinking water should be provided, proper compensation should be paid to the damaged houses, and employment should be guaranteed to the residents of the affected areas based on their qualifications and abilities.
The physical progress of the tunnel, which started on November 4, 2076, has reached 87 percent. The emergency tunnel is 2,557 meters long while the main tunnel is 2,688 meters long. Currently, more than 10,000 vehicles pass through the Nagadhunga road section daily. The Japanese company Hazma Endo Corporation is working on the construction of the tunnel. The total contract amount of the project is 22 billion rupees, which includes concessional loan of 16 and a half billion rupees from Japan and investment of 6 billion rupees from the Government of Nepal.
