It has been three years since the construction of Gwarko Overpass started. Since the construction started, there has not been a day without traffic jam in the Koteshwar-Gwarko-Satdobato-Kalanki section. The driver-passenger has no choice but to reach the destination only after passing the traffic jam for a long time. But when its construction will be completed, it is not decided.

The builder claims that it can be done by May. According to the road department, the contracting body, all the work will be completed before the monsoon.

After some sections of the overpass, which has reached the final stage of construction, have been demolished and rebuilt, those who travel through this section have stopped believing the words of both agencies. Currently, the panel of Reinforced Earth (RE Wall) placed on the Gwarko overpass towards Satdobato is being removed and re-placed. Pradeep Bhandari, senior divisional engineer of the quality, research and development center under the road department, said that the wall panels placed at a distance of 40 meters have been removed and put back.

"It was found that the panel of the RE wall placed at 40 meters towards Satdobato needs to be improved," he said, "since there was a gap in the middle and it could not be improved, the entire part was taken out."

'Because all the panels are interlocking, 40 meters had to be completely demolished,' he said. "After that, the goal is to complete all the remaining work before the monsoon," said Bhandari, "The work of putting up the RE wall towards Koteshwar has been completed. A parapit wall is being built on the side.'

The construction of the bridge over the overpass has been completed. Bhandari said that after the completion of the RE wall work, the base and sub-base will be kept. He said that the work of laying the 'approach slab' to connect the RE wall and the bridge is also pending and that too will be completed before the monsoon. The work has not been completed despite repeated extensions. Since the company that took the contract failed to work, the work has been carried out with fines since last December 10. "After 10 p.m., we are doing the work by imposing a fine of 0.05 percent per day," Bhandari said.

Although the work of overpass construction has been started from February 2078 to be completed within two years, it has not been completed yet. Earlier too, work was stopped for four months due to rain. Its contract was taken by Ashish-Parallel-Religer JV for 176 million 688 thousand rupees. According to the initial agreement, the construction of the overpass should be completed by February 12, 2080. But after the work was not completed within that time, the deadline was extended for the second time until June 2081. As the work could not be completed within that time, the deadline was last December 9. But the work was not done. Construction businessmen have been saying that they are working with losses.  A 540 meter long overpass will be built with a

traffic structure. The ramp will be up to 10.2 meters high. Construction progress on the overpass is only 82 percent. 13 months into the contract, work was halted due to design issues. It has been contracted under the Engineering Procurement and Construction (EPC) model. Therefore, the work from design to construction should be done by the contracting company.

When technical problems were noticed during construction, the businessmen stopped the main work and 'revised the design'. "For us, this overpass construction is our first experience," Bhandari said.

A few days ago, former secretary Arjunjung Thapa wrote a long comment on the social network Facebook about the problem seen in the Gwarko overpass. "This type of structure is being built by Nepalese businessmen and engineers for the first time," he wrote on Facebook, "They are learning by making mistakes, as many times as the work is repeated, all the expenses will be borne by the businessmen from their households. Who would want to cause damage knowingly?"
