Madhesh Chief Minister Satish Kumar Singh Tilathi had a special plan when he was chairman of Koiladi Rural Municipality, building a museum. He had planned to build a museum by burying soil in the land where there was a hole for the construction of a museum, two hundred meters from his house in Koiladi, ward number-4 of the rural municipality, next to the ward office.

 

Federal Ministry of Tourism provided the budget for the construction of museum, library and auditorium. On the same basis, on 2nd January 2078, Keshav Kumar Jha, the then chief administrative officer of the municipality, and Om Sairam Construction Lalitpur signed a construction contract for the construction of the museum for 5 crore 68 lakh 18 thousand.  On the same day as the

agreement, the municipality also gave an order to the construction company. According to this, the construction of the museum was to be completed within 15 December 2080. But even after the extended deadline, only 10 percent progress has been made in building the museum. Only the foundation work has been done by filling the hole. The plan has been stalled due to work being stopped for a long time. 

According to Bhashkar Kumar Singh, engineer of Tilathi Koiladi Rural Municipality, the work has stalled due to lack of budget allocation from the Ministry of Tourism for the construction of the museum. While the progress of the work is only 10%, the contractor company has collected Rs 1 crore and received payment of Rs 50 lakh. Rajukumar Jha, head of planning of the municipality, said that Rs.

Vijayakumar Das, the representative of the construction company, claimed that the work was stopped because the municipality could not pay according to the work. "You had to pay according to the work, didn't you?" Das said, "The bill for the work has been prepared and submitted." But the payment is not being made, how to proceed with the work?' 

When the budget came, due to the failure to pay attention to the work progress, the budget was frozen and due to the lack of certainty of resources, the plan of the museum was stalled.
