Executive Director of Nepal Electricity Authority Kulman Ghising has said that the government is trying to discourage and punish them instead of encouraging them. Based on the decision of the Cabinet, Ghising mentioned that he was saddened by the three-day explanation by the Ministry of Energy, Water Resources and Irrigation asking 'why not remove you'.

Ghising, in his reply submitted to the Council of Ministers through the Ministry of Energy on Sunday, has claimed that they are trying to punish the loss-making organization even when 99 percent of the country is electrified. "After I took the leadership of the executive director, load shedding has ended, 99 percent electrification has been achieved, loss-making organizations have been brought to continuous profit, leakages have been effectively controlled, and the electricity authority has succeeded in earning significant foreign exchange by exporting electricity to India and Bangladesh," the letter reads. I am deeply saddened by the efforts to discourage and punish people who should be encouraged to provide electricity services at subsidized rates.' 

Ghising claims that no action should be taken, including removal from his post, as he answered according to the decision of the Cabinet. He said that Energy Minister Deepak Khadka took action based on bias and misled the Cabinet. 

Ghising has counter-questioned that according to which provisions of the Nepal Electricity Authority Act, 2041, he has not done any work. Last Wednesday's cabinet meeting gave the power to the Ministry of Energy to ask for an explanation, giving them a chance to submit the justification within three days. 

The letter sent to Ghising was questioned as to why the contract was not canceled and why he was not removed from the post of executive director. 

What action did I not take or what action should I have taken? "There is no mention of any action or inaction by me, so the allegation itself is implicit," Ghising said in the letter. In the explanation asked by the ministry, Ghising has given a list of the works done during his tenure. 

Regarding dedicated and trunk lines, Ghising has also sent a photocopy of the decision of the Council of Ministers, the Nepal Electricity Authority Board of Directors and the letter written by the authority to the Electricity Regulatory Commission. 

The ministry has been saying that Ghising, who led the Nepali delegation at the meeting of the Nepal-India Bilateral Electricity Exchange Committee held in New Delhi on January 30, did not have the authority. The meeting fixed the per unit rate of import-export electricity through 132, 33 and 11 KV transmission lines from April 2025 to March 2026 at 8.10, 8.78 and 9.41 Baht respectively. The price will be applicable from next April. 

The authority claims that the electricity tariff will be implemented only after approval by the board of directors meeting and approval by the electricity regulatory commission. But the ministry claims that Ghising has agreed to increase the financial burden and Ghising does not have the right to do so. Ghising says that the authority to agree was given by the Council of Ministers meeting in July 2077. Ghising has also submitted to the government the decision that the Council of Ministers authorized the Nepal Electricity Authority in July 2077 so that there is no need to obtain prior approval for the purchase and sale of electricity in neighboring countries. 

Ghising also says that he could not accept the instructions given by Energy Minister Khadka not to collect the dues of the industrialists who consumed electricity from dedicated feeders and trunk lines. Ghising has submitted a 17-page reply in response to the explanation of why he should not be removed from the post of executive director of the authority. He claims that he did not agree to implement the decision of the court regarding dedicated feeder and trunk line as directed by the Energy Minister Khadka. 

"If there is a dispute regarding the arrears tariff of electricity supplied to large industrial houses that take supply from dedicated feeders and trunk lines, and if the authority has the legal right to receive the payment of the tariff, it is my duty as the head of the organization to take recovery action," Ghising said. I could not accept it with integrity.

Ghising also says that because he did not implement the instructions, he was asked for an explanation and removed. He wrote in the letter, "The action presented to me in favor of recovering a large amount of public funds has been brought forward with the prejudice of not accepting his instructions," he wrote in the letter.

By diverting it and raising unrestrained, fictitious, secondary and general procedural issues, the responsible cabinet of ministers who use the executive powers of the country have been successful in taking action to this extent by giving false information and misled them. Energy Minister Khadka said in the February 22 meeting of the House of Representatives that 22 billion rupees was not raised due to electricity consumption from dedicated feeders and trunk lines. Ghising stated that asking for clarification and moving towards removal even when working round the clock is prejudiced and unfair. "Since the entire people and the nation are the witnesses of the service delivery of the authority, infrastructure development, expansion of electricity, improvement in performance, improvement in financial condition and institutional strengthening, as well as the increase in national and international trade in the energy sector, I request that the actions such as removing me from service and asking for an explanation are unexpected, biased and unjust," it is mentioned in the letter written by him.

Ghising has also mentioned in the letter that he has ended load shedding during his tenure. "My first term as Executive Director started from August 30, 2073 and the second term started from July 25, 2078. During this period, the load-shedding which was about 18 hours a day was ended," the letter said. Energy Minister Khadka said that credit for load shedding in Nepal should be given to India and India should be thanked for that work. 

Khadka made various attempts to oust Ghisingh from the post since he was appointed as Energy Minister on June 30. He had also asked Ghising for a nine-point explanation on December 22. Ghising had submitted an explanation on December 28. A month and a half after submitting the explanation, Energy Minister Khadka asked Ghisingh to submit an answer within 24 hours on February 13 saying that it was not objective and satisfactory. Earlier, Energy Minister Khadka had also demanded details of 15 points and 6 points about the rights, authorizations and subsidiary companies received by Ghising. Minister Khadka has also opened his office in the authority's office.
