The Cabinet meeting has decided to ask the Executive Director of Nepal Electricity Authority, Kulman Ghising, for an explanation. A cabinet meeting held at the Prime Minister's residence, Baluwatar, on Wednesday evening decided to seek a three-day explanation through the Ministry of Energy, Water Resources and Irrigation as to why Ghising was not removed, a minister said.

On the proposal of Energy Minister Deepak Khadka, the Cabinet meeting on Wednesday said that the Energy Ministry was given the right to ask for a three-day explanation to remove Ghising. "You decided to go to India to increase the price of electricity, you did not ask the minister and the secretary, you did not help the government, you made the regulation of the authority yourself, and the matter was kept by the energy minister," said the minister. Disagreement has been seen between Ghising. Ghising has been saying that the arrears should be collected even if the electricity is cut off, while Khadka is of the position that the arrears should be collected only after the bill is investigated and that electricity should not be cut in those industries. Earlier on February 13, Energy Minister Khadka had asked Ghising for two clarifications, asking him to submit a reply within 24 hours. Ghising led the Nepalese delegation at the Nepal-India Bilateral Power Exchange Committee meeting held in New Delhi on January 30. The meeting fixed the per unit rate of import-export electricity through 132, 33 and 11 KV transmission lines from April 2025 to March 2026 at 8.10, 8.78 and 9.41 Baht respectively. 

Khadka asked Ghising for an explanation as to which agency he took the approval of while going to the meeting and agreeing. Besides, Energy Minister Khadka also questioned whether Ghising went with approval even when he went on external and internal visits. "How many times have you gone on internal business trips, vacations or international business trips from the date Deepak Khadka, the honorable minister of this ministry, was appointed as the Chairman of the Board of Directors of Nepal Electricity Authority?" the letter asked for an explanation. Ghising gave an explanation on February 15. 

Energy Minister Khadka asked for clarification on nine points even on December 22. Ghising had submitted an explanation on December 28. A month and a half after the explanation was submitted, Energy Minister Khadka asked for another explanation in February saying that it was not objective and satisfactory. Earlier, Energy Minister Khadka had asked for 15 points and 6 details about the rights, authorizations and subsidiary companies received by Ghising. 

In the last financial year's performance evaluation, the Ministry of Energy gave Ghising zero marks. In a question with the media about why the Nepal Electricity Authority got zero marks in the performance evaluation, the Minister 

Khadka said, 'What happens when a student does not attend the examination, the same thing happened in this case. He could not get marks because he did not submit his performance on time.'
