Finance Minister Paudel 16-point instructions to make a disciplined and realistic budget

Deputy Prime Minister and Finance Minister Bishnu Prasad Paudel has claimed that the budget for the coming financial year will be disciplined and realistic. He said that when a realistic budget comes, there will be no need to change and revise the amount and there will be no problem in implementation.

The Ministry of Finance has started a ministerial discussion for the preparation of the budget for the financial year 2082/083. At the same time, Finance Minister Paudel said this in a discussion held by the Ministry of Finance with the Ministry of Physical Infrastructure and Transport and the departments and agencies under it.

Finance Minister Paude said that budgeting will be done by imbibing the principles and values of the budget and learn from the past experience. He emphasized on making the budget with special attention to federalism and the role of federal government as there are federal, state and local governments. The finance minister believes that since the budget will be prepared in coordination between the ministries and various agencies, everyone will accept the budget.

Mentioning that post-disaster reconstruction should be given priority, Finance Minister Poudel said that he would make a lively and effective budget, and he would make the budget for the next financial year by making consistency between policies and programs and the budget.

Finance Minister Paudel has requested the relevant ministries to include only implementable plans while postponing projects that cannot be implemented and are of low priority. He has also suggested to stop small schemes and reduce the number of successive schemes. "It is also suggested that only the projects that have been completed in advance and that are felt to be extremely necessary should be included, and the program should be proposed keeping in mind the ceiling of the budget," he said. Proposing a realistic budget within the received budget limit so that there is no need to change the amount and program during the implementation.
Discouraging the tendency to spread resources on small projects
Reducing the number of successive projects.
Postpone projects that cannot be implemented and are of low priority. Arrange to propose only
executable projects.
When proposing new projects and programs, only propose pre-prepared projects.
Include only quality projects that seem feasible.
Propose budget for new programs and projects only after allocating necessary budget for successive projects. When proposing a
project, include only the projects entered in the project bank of the National Planning Commission. If there is a need to restructure and integrate the current program and project based on the implementation experience so far, do it accordingly. To ensure that there is no duplication in inter-level and inter-agency while proposing
projects.
To propose a budget giving priority to post-disaster reconstruction work.
Re-prioritizing conditional grant projects and continuing only quality projects.
Do not propose new projects that are not fully prepared and the investment method is not confirmed.
Propose allocation not less than the airmarked to pay the obligations created in projects of national pride and other important programs.
In the past two years, the budget allocation for projects of national pride has been reduced, to propose the necessary budget based on the prioritization and suggestions made by the National Planning Commission to propose projects and programs for the fiscal year 2082/83.
