US$ 150.42 million required for construction of 400 KV West Seti Corridor transmission line
Due to the inability to raise investment, the construction of a 400 KV transmission line project to deliver the electricity produced in West Seti and its tributaries to the national transmission line has become uncertain. The construction of the transmission line of the West Seti Corridor, which was supposed to start construction from the current financial year, has become uncertain due to the government's inability to raise investment.
The government had sought to build the project using a concessional loan from the Government of India at a cost of US$150.42 million (about 20 billion 908.3 million). The construction of the project has become uncertain after the government of Nepal, which proposed the construction of the project in July 2080, did not receive a positive response from India. On January 11, the Ministry of Finance wrote to the Ministry of Energy, Water Resources and Irrigation and stated that no response has been received from the Government of India regarding the use of concessional loans.
The Ministry of Finance proposed the construction of the transmission line by using the 900 million US dollars left over from three and four concessional loan agreements (Line of Credit - LOC) with the Government of India. The Ministry of Finance has written in a letter that the proposal was sent by the Ministry of Foreign Affairs to the Government of India through the Indian Embassy, but there was no response and if there is an agreement in the future, a proposal can be made for the management of the funds for the construction of the West Seti-Dododhara transmission line.
After not getting a response for a year, the cabinet has decided to cancel the remaining 900 million US dollars from lines of credit agreement (LoC) three and four. As the transmission line construction project is uncertain, it seems to have a direct impact on the project under construction in West Seti and its tributaries.

Seti and its tributaries currently have four projects under construction with a capacity of 538 MW namely Chainpur Seti 210 MW, Bajhang Upper Seti 216 MW, Seti Nadi-3, 87 MW and Sunigad 25 MW. Similarly, Sun Star 46MW, Badimalika 60MW, Nyadi 60MW and Malumela Seti 64MW are awaiting construction permission for four more projects with a capacity of 230MW. The delay in the construction of the transmission line will affect all the projects under construction and in the process of construction, hydropower experts say. "If the transmission line is not ensured, the projects under construction may have problems in getting funds from the bank, the work may be delayed and the electricity produced by the companies under construction may not be used," said Prajeshvikram Thapa, chief executive officer of Chilime Engineering under the Nepal Electricity Authority. "If the produced electricity cannot be sold, the cost of the project will increase."
Rajkiran Vasukala, head of the 400 kV West Seti transmission line project of the National Broadcasting Grid Company Limited (RPGCL), which took over the construction of the West Seti transmission line after receiving information that it was not approved despite applying for a concessional loan under LoC 4 as per the target of completing the construction within 2087/088. "We have received information that the funds will come through LoC 5, if not from 4," he said, "It is certain or not, when it will be received, it is not possible to say now." 60 km from Bajhang to West Seti, 85 km from West Seti to Dododhara and 68 km from West Seti to New Attaria, a total of 213 km of transmission lines will have to be constructed in the West Seti Corridor. Besides, substations will have to be constructed at Chainpur in Bajhang and Forest Lake in Doti. 282 ropani in Chainpur and 140 ropani in One Lake have been acquired for the construction of substation. Vasukala said that the engineering design of the substation has also been completed.
Vasukala says that the preliminary environmental testing of West Seti-Dododhara and West Seti-New Attaria has been approved by the Ministry of Forests and Environment and approval of West Seti from Bajhang is in the process. Vasukala said that permission is awaited from the Electricity Development Department for the construction of the transmission line. He said that the contract process will be started as soon as the source is confirmed.
