The Nepal-India energy secretary level meeting has agreed to establish a joint company to construct Dodhara (Nepal)-Bareli (India) and Inaruwa (Nepal)-Purnia (India) international transmission line. The 12th meeting of the Nepal-India Energy Secretary-level Joint Directors Committee (JSC) held in New Delhi on Tuesday agreed on the company and share structure.
An official who participated in the meeting said that the Secretary-level meeting approved the agreement reached by the Energy Joint Secretary-level Joint Working Group (JWG) meeting held on January 9. In the joint secretary level meeting, it was agreed to set up a joint company of the two countries for the construction of 400 KV Dodhara-Bareli and Inruva-Purnia transmission lines and proceed with the work.
The 400 KV Dodhara-Bareli transmission line will have a distance of 150 km towards India and about 35 km towards Nepal. Inaruwa-Purnia will have a distance of 25 km towards Nepal and 100 km towards India. With the investment modality decided, the construction will be started with the target of completing Inaruwa-Purnia in 2028/29 and Dodhara-Bareli in 2029/30.
By 2029/30, 12,000 megawatts of electricity can be imported and exported through the international transmission line. "Investment modality of Inruwa-Purnia and Lamki-Bareli 400 KV transmission line has been finalized," said the official, "Nepal Electricity Authority will have 51 percent share and Grid Corporation of India will have 49 percent share to build the transmission line towards Nepal. To build the transmission line to India, the Indian corporation will have 51 percent and the authority will have 49 percent share.' The second 400 kV international transmission line under construction, Butwal-Gorakhpur, was also discussed. Another officer who participated in the meeting said that they were informed that the transmission line would be ready by May 2026.
"If the new Butwal substation on the Nepal side is not built, there was a discussion about the operation of the transmission line through other alternative measures," said the official, "if the Nepal side is not built, it was discussed about bringing it into operation through 220 kV." The Energy Development Roadmap and Implementation Plan-2081 aims to export 10,000 MW of electricity to India and 5,000 MW to Bangladesh by 2035.

The energy secretary level meeting has prepared a study report on 400 KV Nijgarh-Motihari and Kohalpur-Lucknow transmission lines and has taken a target to complete the construction by 2034/035. It has also been agreed that the study of the 220 KV Chamelia (Nepal)-Jaljibi (India) transmission line will be completed in the coming March and it will be put into operation by the year 2027. It has also been agreed to change the wire (conductor) of the Dhalkebar-Muzaffarpur international transmission line. The capacity of the Dhalkebar-Muzaffarpur transmission line will be doubled after the replacement of wires.
According to the Nepal-India electricity trade agreement concluded in 2014, a secretary-level (JSC) and a joint-secretary-level working group (JWG) have been formed to facilitate implementation, guide and monitor the progress. Although there is a provision that the meeting should be held every 6/6 months, this time this meeting was held only after one year. Earlier, joint secretary level meeting was held on December 18, 2080 and energy secretary level meeting was held on December 20 in Chitwan.
