The Nepal Electricity Authority has sent a letter to the Electricity Regulatory Commission asking for permission to cut off electricity in the dedicated and trunk line dues dispute saying that the dues have not been raised. On Monday, the authority sent a letter to the commission asking for its consent, saying that the industrialist did not pay the arrears even when the authority gave pressure other than cutting off the electricity.

On December 11, the commission had directed the authority to take other coercive action other than cutting off the power of the industry to collect the arrears of the dedicated feeder and trunk line. 

"As the commission said, we are putting various pressures on the industries to pay the dues, we cut the letter twice," said an official of the authority, "No industrialists came to pay the money." That's why we have asked for the commission's consent to cut the line in those industries.'

Commission chairman Ram Prasad Dhital said that although he was informed that the letter from the authority had been received, he had not been sent to see the entire Behora. "I got the information that the letter came from the authority on Monday, but I have not been able to read what is in it," he said, "After reading the letter, it will be decided how to proceed." The authority claims that the outstanding fees from January 2072 to April 2075 are 6 billion 600 million rupees. According to the authority, since 60 days have already been cut, 25 percent additional fee must be paid. In this way, the arrears reach 8 billion 25 crore rupees.

Ministry of Energy formed a committee under the coordination of Arvind Kumar Mishra on November 2 last to study the technical aspect and price determination of TOD meters cut by the authority. The

committee had also instructed the commission not to take further action until the report was submitted to the government. But since the establishment of the committee, the authority has been saying that it should be formed through the Electricity Regulatory Commission and it is illegal because the committee was formed by the ministry. On the same issue, Energy Minister Deepak Khadka said in the board meeting held on January 4 that the authority should pay the salaries and allowances of the committee, from office materials to vehicles. 

The Council of Ministers meeting held on November 25 decided to collect the arrears within 15 days based on the Time of Day (TOD) meter. At that time, on November 11, the commission gave four-point instructions to the authority to not cut electricity in the industry.

According to the commission's instructions to take other coercive action apart from the power cut action of the industry, the authority had sent a letter to Nepal Rashtra Bank, Securities Board, Company Registrar. In addition, the authority has repeatedly asked the industries to pay their arrears. But the arrears have not been raised.  Kulman Ghising, executive director of the authority, wrote a 'note of dissent' on December 16 regarding the proposal to provide services to the

committee. Later, on December 22, Energy Minister Khadka asked him for a nine-point explanation. Ghising has submitted an explanation on December 28.

Minister Khadka has already asked Ghising for an explanation on 15 points by making a ministerial-level decision and 6 points by making a secretary-level decision. Khadka has also opened his office in the authority. The last time the authority cut off the electricity of 40 industries at once on October 8.
