Grant of land tenure to Very Lift Water Supply

The ``Dream Project'' very lifting water supply project being implemented by Birendranagar Municipality of Surkhet has received permission for land occupancy rights. After the implementation of federalism, Birendranagar Municipality is implementing the Very Lifting Water Supply Project, which is the largest investment received by the local level from the federal government in the field of drinking water.

The Birendranagar municipality informed that the decision to give the land right to the project was made by the meeting of the Federal Council of Ministers. Senior Divisional Engineer Sanjeev Kumar Sah, Head of Birendra Nagar Project Unit Office, Surkhet, said that with the permission of the Council of Ministers, all the processes will be completed and tree felling will be started within a month.

There was a delay in the occupancy permit causing problems in progressing the work. During the construction of Very Pumping Project, the meeting of the Council of Ministers approved the project to use the land of 3.2 hectares of national forest area in Birendranagar Municipalities-8, 11 and 12 and Lakebensi Municipality-10. 

The construction business has started the process of purchasing the necessary pipes from the construction of water tanks to the transmission line, said Project Chief Shah. He said that the study of watershed management under component 3 is being done, from surveying the areas not covered by the project to Birendranagar-13, 14, 15, 16 and preparing cost estimates for public toilets. 

Birendranagar city chief Mohanmaya Dhakal said that with the permission of land occupancy rights, the way to proceed with the extension of the access road and electricity line to the project site has been opened. After a long study, 5 months ago, Birendranagar Municipality made the project enter the implementation stage. 

Last August 13, the Water Sector Governance and Infrastructure Support Project entered into the implementation phase of the Birendra Nagar Project Unit Office Surkhet and the construction industry. The agreement was signed between project unit office chief Shah, Birendranagar mayor Dhakal and representative of Chinese company Xinjiang Terms International Economy and Technical Co-operation Company Limited Sushil Kumar Shrestha. 

An agreement was made with the construction company for 3 billion 508 million rupees to bring water from the well to Birendranagar within three years. Among the 11 construction companies participating in the contract made through global tender, the Chinese company has been entrusted with the construction of the project. 

In Birendranagar, which is the largest municipality in the province, the project is moving forward with the goal of providing easy supply of drinking water to the population that may increase by 2050. The Federal Ministry of Water Resources is going to bring the water from Bheri River to Birendranagar Valley by lifting technology under the 'Water Sector Governance and Infrastructure Support Project' at a cost of 100 million dollars in partnership with the Union, State and local levels from 2081/82 with World Bank loan support. 

According to this, 80 percent of the investment will be from the federal government and 20 percent from the provincial government and municipalities. Under the 'Mutual Fund', the state government has allocated 50 million rupees, while the municipality has already arranged 5 million rupees for the expansion of the access road to the project site and the construction of necessary infrastructure.

In the first phase of the project, which aims to provide sustainable and improved water supply and sanitation services, as well as increase the local capacity in service delivery, the water flow will be diverted and two intakes about seven meters deep from the river surface will be constructed. After that, a water treatment system will be constructed at a distance of about 400 meters from the intake, and the main reserve tank will be constructed at Amritdad located in Birendranagar-11 along with the extension of seven kilometers of pipeline. 

In the first phase of the work, the main water transmission line will be extended from the tank to Birendranagar. In the second phase, there is a plan to extend the transmission line on both sides of Ratna highway and Surkhet-Jumla road in Birendranagar valley. The rest of the distribution system and District Metered Area (DMA) will be done. It is estimated that the first and second phases will cost around 3/3 billion. 

Bheri water will be pumped to a treatment tank at a height of four meters. After that, the tank water will be pumped to the reserve tank to be constructed in Amritdanda through a four kilometer long pipe. A pipe capable of carrying water with a capacity of 550 mm per second will be laid in Amritdanda and extended to the main tank.
