Even after 3 and a half years have passed since the completion of the construction period, the cold storage under construction in Rajviraj-15 of Saptari has not yet been completed. The work of the cold store has been stalled for four years after the contractor company stopped the work due to non-payment by the government agency.

According to the Madhesh state government's plan to build one cold store in all eight districts, a bigha of land connected to the Rajviraj Hanumannagar road section in Rajviraj-15 Deuri Bharuwa was managed by the municipality.

According to the tender conducted by the state government in 2074/75, Sharma, Ashish JV Pvt Ltd was awarded the contract for the construction of cold storage for Rs. The foundation stone of this plan, which was agreed on on 19th December 2075, was laid on 2nd February 2075 by Upendra Yadav, President of Jaspa Nepal and Shailendra Prasad Sah, the then Minister of Land Management and Agriculture of the province.

It was agreed that 60 percent of the total cost of the plan, which started work after the foundation stone, will be borne by the federal government, 20 percent by the state and 20 percent by the cooperative organizations in coordination with the district cooperative association. Locals were happy saying that after the construction of this cold store with a capacity of 3 thousand metric tons is completed, it will be easier for the farmers of this area to keep their produce.

The construction of the cold store, which was supposed to be completed on June 18, 2077, has not been completed even after three and a half years of the deadline. So far, the federal government has disbursed only 63.6 million rupees out of 60 percent of the amount. The state government has also been able to pay only 1 crore 4 lakh rupees out of 20 percent of its share. Similarly, the work of the cooperative cold storage has not been completed on time as a lot of money has yet to come from the local cooperative organizations that have an agreement to pay 20 percent of the amount.

Acting Mayor of Rajviraj Municipality Israt Parveen said that due to non-payment of funds, the work of the cold store was stalled. She said that even though the state government has allocated a budget in the current financial year, the construction company said that they will start the work only if the first payment is made. The representative of the construction company, Ghanshyam Sah, said that they have stopped the construction work after not being paid the amount according to the work done.

"We also need money to buy goods and pay the workers, but we have stopped the work even though we have not received the money according to the completion of the work," Shah said, "We have done eight crores of work, only four quarters of the amount has been paid, we will start the work only if the old payment is paid". "When this plan started and now since three and a half years, the price of construction materials has increased, now the amount of the contract should also be reviewed," said Sah .
