Panchayat leader of Achham, Hari Prasad Bhandari brought the concept of Chisapani-Jangalghat-Mangalsen road in Kailali and took it by jeep on the same road to the headquarters Mangalsen on 24th Chait. About 57 years ago, Bhandari, who became the Chairman of Achham District Panchayat in 2028, carried a jeep from Tikunia, India, which borders Kailali, to convey the message that the short-distance road connecting the Terai should be built quickly. Mangalsen was delivered.

A jeep was taken to Mangalsen by carrying a cart on the shoulder from Shramdan after celebrating a joyous festival with goods in the village. 81-year-old Nanda Bahadur Budha of Turmakhand Rural Municipality-4 is one of the people who watched and celebrated happily when the car was brought to Mangalsen for the first time. At that time, 24-year-old Nanda Bahadur heard a car coming to Achham and spontaneously went to dig the road with the villagers carrying a hammer in their hands.

Nanda Bahadur saw the vehicle for the first time in his life. "When we first saw the car being carried, we went with flower garlands," he remembered. The road should be paved. But they only talk, they don't work.'

Ved Prakash Timilsena, the former president of Journalist Federation Achham, says that the Chisapani Jungle Ghat road section is not just cheap publicity. "There will be no development if the budget is spent like Kanika Khre for cheap propaganda. This road can be completed only after a budget of 8/10 billion, not a few crores. But the attention of the policy makers is not there," he said.

He said that although some work has been done after the pressure campaign for this road a decade ago with the activities of Acham Industry and Commerce Association and the Federation of Journalists, it has not been completed yet. He said that after pressing this road connecting Terai-Pahar by naming it as a fast track, the blocked work started for years.

Achham section of Chisapani-Jangalghat-Mangalsen road is 110 km. Under the Chisapani-Mangalsen road, Garitand-Kamal Bazar-Banskanda 23 km road in Acham was laid by Prakash Bahadur Deuba, Physical Infrastructure Development Minister of Sudurpaschim Province, at Garitand last year. In the Kailali area of that section, although there are some kilometers of black paper, the Achham section remains. This year, 23 km of tarmac work has started.

The cost of Garitand-Kamal Bazar-Banskada 23 km road is 69 crore 43 lakh 53 thousand 966 rupees. There is an agreement that PK Nirman Seva Dang will take the contract through the Infrastructure Development Office and complete the black paper within 2082. Dambar BC, Chairman of Turmakhand Rural Municipality said that although the work of Garitand-Baskada section is going on smoothly, the work in 76 km from Turmakhand to Chisapani section is not as expected.

It is not that there is no work on the road. Not even scattered," BC said. Chisapani-Jangalghat-Mangalsen road connects 4 districts of Kailali, Doti, Achham and Bajura in Far West and Karnali provinces. The construction of a concrete bridge has been completed at the Kuine of the Karnali river, while a contract has been awarded for the construction of a bridge at Jangalghat in Karnali.

This road is the shortest highway connecting the mountains from the plains of the Karnali river. As this road is not completed, now the residents of Achham have to travel more than 300 kilometers to reach Achham via Dadeldhura and Doti Chichhol. A very long distance has to be covered to go to most parts of Bajura, Humla and Kalikot which are connected to Achham. After the construction of Chisapani-Mangalsen road, this distance will be shortened by 200 km. This road is important for 22 local levels of Kailali and Surkhet and Achham.
