The dispute over the Kathmandu-Tarai/Madhesh expressway (fast track) has not yet been resolved. Even when alternatives were identified, nothing was done in this area due to neglect by the relevant ministry. It was said that after Tihar, a team including the ministers of the relevant ministries would go on site inspection and find a solution.
It is said that two months have passed, but the team has not been able to reach the on-site monitoring.
When the problem of coughing is not solved by the relevant agencies, its impact has been affected in the entire project . No work has been done in 6.5 km of Khokna area. As there is no decision from the ministry level regarding this section, it is seen that there will be a problem in completing the project on time.
It has been 7 years since the Nepali Army was entrusted with construction management. Even 211 ropani land of Khokna-Bungmati section, which is 6.5 km away, has not been acquired. Before Tihar, there was a discussion in the Ministry of Defense about the study report prepared by the professor of Pulchok Engineering Campus in the presence of Union, State Parliamentarians, Local People's Representatives and Ministers. At that time, options were discussed.
Joint Secretary and Spokesperson of the Ministry of Defense Manoj Kumar Acharya said that there was some delay in trying to arrange everyone's time as there are representatives from all the ministries. 'The plan is to go as fast as possible,' he said, 'according to that, we are preparing.' He said that an on-site inspection will be carried out in the presence of relevant bodies including the Minister, Secretary, Chief of Nepali Army and the Ministry of Defence, Urban Development and Physical Infrastructure. According to the
study, Khokna has been placed as the number one suitable place. Another option is to build a viaduct (bridge) over the Wagmati River so that it does not fall in the Sikalighat area.
But the study has pointed out that social and cultural problems may arise from this. Another option would be to build a four-lane corridor road with Bungmati as the starting point and acquire new land for that. Spokesperson Acharya said that a decision will be made after reaching there and looking at the options and listening directly to the locals.
Out of the total distance of 70.977 km, only 64.477 km is being worked on through contract management. According to the project, land acquisition could not be done due to difficulties in collecting documents of different types of Guthi and some individual land in Khokna area.
Locals have been promoting the issue that all projects should not be built in one place, religious, cultural and archaeological heritage should not be destroyed. The army has been asking the relevant agencies to solve the problem and create an environment for construction.
Some time ago, the Ministry's team including Physical Infrastructure and Transport Minister Devendra Dahal had assured that they would create an environment for construction by conducting an on-site monitoring of the Khokna section of the expressway.
