The Minister of Energy, Water Resources and Irrigation Deepak Khadka has asked the Executive Director of Nepal Electricity Authority, Kulman Ghising, for an explanation. On Monday, Energy Secretary Suresh Acharya cut the letter and asked for an 'explanation', asking to submit a reply within seven days.

It is mentioned that the executive director of the authority appointed by the government of Nepal disobeyed the instructions of the government by writing a note of dissent in the agenda of providing necessary support. According to the ministry, they have disobeyed the instructions of the government in violation of Section 25 of the Nepal Electricity Authority Act, 2041.

Ghising wrote a 'Note of Dissent' in the proposal to provide services to the committee chaired by Arvind Kumar Mishra formed by the Ministry of Energy. A committee jointly chaired by the Ministry has been formed to study Time of Day (TOD) meters in the dedicated feeder and trunkline arrears dispute. However, the authority has been taking the stand that such a committee should be formed through the court or the Electricity Regulatory Commission. Minister Khadka said that the authority has to bear the costs of the committee's salary, office materials and vehicles.

Minister Khadka has already asked Ghisingh to clarify 15 points by making a ministerial-level decision and 6 points by making a secretary-level decision. He has also opened his office in the authority.

9 points of explanation asked to Kulman

 1. You were appointed as per the decision of the Government of Nepal, Council of Ministers dated 25/04/2078 in accordance with sub-section (1) of section 17 of the Nepal Electricity Authority Act, 2049 for a period of 4 years as per the performance agreement as per the terms of service and other arrangements. You did not provide the 15-point details including the complaint of widespread irregularities in the purchase of transformers requested by this Ministry through the letter dated August 22, 2081, and even though you provided the details later with the letter dated 2081/08/04, most of the details are insufficient and In fact, he went beyond what was asked and presented a roundabout answer and ignored the role of this ministry.

3. In addition to the above point no. 298 through the letter dated 2081.07.13 to be instructed to clarify the matter of 6 different points, you did not hide the truth and sent an objective, realistic answer but only a formality and an unbalanced answer and unrelated documents / details .

5. Above point no. According to your appointment mentioned in 1, the performance agreement dated 5th January 2078 (accordingly 19th January 2022) has clearly stipulated that the performance of the previous financial year should be reviewed every year within the month of Bhadra. Clause 10.3 of the Performance Agreement clearly provides that in case the second party i.e. you get less than 50% marks in the performance appraisal of the third year, the said agreement may be canceled and you may be recommended for removal from service.
