Energy Minister Khadka asked Kulman to explain 9 points

The Minister of Energy, Water Resources and Irrigation Deepak Khadka has asked the Executive Director of Nepal Electricity Authority, Kulman Ghising, for an explanation. On Monday, Energy Secretary Suresh Acharya cut the letter and asked for an 'explanation', asking to submit a reply within seven days.

However, the authority has been taking the stand that such a committee should be formed through the court or the Electricity Regulatory Commission. Minister Khadka said that the authority has to bear the costs of the committee's salary, office materials and vehicles.

Minister Khadka has already asked Ghisingh to clarify 15 points by making a ministerial-level decision and 6 points by making a secretary-level decision. He has also opened his office in the authority.

9 points of explanation asked to Kulman

 1. You were appointed as per the decision of the Government of Nepal, Council of Ministers dated 25/04/2078 in accordance with sub-section (1) of section 17 of the Nepal Electricity Authority Act, 2049 for a period of 4 years as per the performance agreement as per the terms of service and other arrangements. 5. Above point no. According to your appointment mentioned in 1, the performance agreement dated 5th January 2078 (accordingly 19th January 2022) has clearly stipulated that the performance of the previous financial year should be reviewed every year within the month of Bhadra. Clause 10.3 of the Performance Agreement clearly provides that in case the second party i.e. you get less than 50% marks in the performance appraisal of the third year, the said agreement may be canceled and you may be recommended for removal from service. 9. Due to the fact that you have not submitted the details of the performance evaluation in accordance with the performance agreement that you should submit, your performance is not properly evaluated and you yourself dated 2081/08/04 P.S. 081/082 Ch.No. Accepting the issue of not submitting the said details through the letter of 524, "Since you have given written information that the performance details will be "made available" as soon as possible in the prescribed format in coordination with the Ministry, as per clause 10.3 of the contract, your performance cannot be evaluated, so why your appointment according to the same clause? If no satisfactory answer is received within 7 (seven) days of receiving this letter, further proceedings will be taken against you according to the law.
