Kulman's 'Note of Dissent' at the Electricity Authority's Board Meeting

Kulman Ghising, Member Secretary of the Board of Directors of Nepal Electricity Authority and Executive Director of the Authority has written a 'Note of Dissent'. The 'Note of Dissent' written by Ghising has been supported by Ratan Air and Bharat Acharya, the managing members of the authority.

For the first time, in the meeting of the Authority's Board of Directors, Executive Director and Board Member Secretary Ghisingh  A note of dissent has been written by Deepak Khadka, the Minister of Energy, Water Resources and Irrigation, to study the Time of Day (TOD) meter in the arrears dispute of dedicated feeder and trunk line. The authority has been saying that the committee should be formed through the Electricity Regulatory Commission immediately after the formation of the committee, as it is illegal because it is formed by the ministry.

Energy Minister Khadka put the same issue for discussion in the board meeting held on December 4.

Energy Minister Khadka's demand was that the authority should provide the salaries and allowances of the committee, from office materials to vehicles. For that, the ministry has sent a letter to the authority asking the committee to provide necessary data and service facilities. But the authority made it clear that it would not provide the data to the illegal committee.

The issue of providing data from service facilities to the members of the committee got entry into the board meeting of the authority held on December 4, after there was no reply even after the ministry cut the letter. Although there was a discussion in the said committee, minutes were yet to be taken. The minutes of the decision to provide service to the committee were signed on Tuesday. 

A member of the authority's board of directors said that Ghising wrote a 'note of dissent' in the decision. Members Ratan Air and Bharat Acharya supported Ghising's dissenting opinion, said the member.

According to those members, a mixed coordination committee should be formed through the court or the Electricity Regulatory Commission.
