Even after extending the deadline twice, the construction of the Khandbari road was not completed

The blackening of the national pride Kimathanka-Viratnagar Khandbari-Num road section has not been completed even after the deadline has been extended twice. Even after 3 and a half years of the contract, the local people are suffering because the work has not picked up speed.

In June 2078, the North-South Koshi Road Plan made three sections and signed a contract for blackening the Khandbari-Num road to be completed by 17th December 2080. In these three years, only widening of the road, filling of gabion wire and making of drains were done.

According to the contract agreement, the blackening of the Khandbari-Thamserku 14 km road has been completed only 70 percent in 3 and a half years despite the extension of the deadline twice. Only 54 percent of the Thamserku-Kaptane 12 km road and 42 percent of the 13 km Kaptane-Num road have been completed.

Durga Parajuli, a local, said that it takes more than 5 hours to cover 39 km of road in 5 months of rainy season. "When the black paper is late, there is mud and dust, even daily consumables are forced to be bought and eaten at high prices." 

President of Chichila Rural Municipality Pasangnurbu Sherpa stated that the residents of Chichila, Makalu and Bhotkhola Rural Municipality had to suffer more due to the slow pace of work. "During the rains, the vehicle gets muddy, it gets muddy in the winter, it is not easy to travel to the headquarters," he said. The North-South Koshi scheme is about to pave 39 km of the open tracks.

The contractor company Sharma Shivshakti JV, which has taken over the black paper for around 1 billion 28 crores, has not been able to work within the stipulated time, and it has affected the locals. After the complaint of the local people, the district administration office is also repeatedly asking to blacken the road. The North-South Road Plan has been extended for the first time on June 14, 2081 and for the second time until August 26, 2082. 

Chief District Officer Vinod Kumar Khadka says that action will be taken if the contractor does not work. 

"This road is not being built even after a long time, we told the contractor to extend the deadline last time, if it does not work this time, the legal process will proceed," he said. 

Ram Bahadur Gurung, head of the North South Koshi road, claims that the work has progressed after the deadline was extended for the second time. He said that the construction company is speeding up the work after Dasain. Due to the cold weather, road paving has not been done. "Since the temperature is falling in the Himalayan region, we have not allowed to put black paper, we have prepared 12 km of black paper from Khandbari Thamserku from the second week of January," said Gurung. 

Gurung said that when the contract was issued for the 3 section of the 39 km road, there was a delay in the construction because the same company took over the construction and the construction company reduced the bid to 46 percent. The contractor company Sharma Shivshakti JV has been saying that it will be able to work within the extended deadline for the third time. According to Vaibhav Pandey, the engineer of the company, the work could not be done on time due to the landslides that occurred last winter. In this section, work can only be done for 5 months in a year, it is not possible to work because it rains continuously after Baisakh till October. Now we are trying to do it before the monsoon," he said. 

He said that works including widening and construction of drains have been completed on the 39 km road. As per the extended deadline for paving this road section, it should be completed by August 26, 2082. Wang Cheder Bhote, president of Bhotkhola village council, said that the passengers had to suffer when the work was delayed due to increase in the price of construction materials and rain.
