Nepali Congress MP Prakasharan Mahat, who is also a former finance minister, has said that extensive reforms are needed to make resource allocation effective in Nepal. He commented that since there is a tendency to scatter resources randomly in social security and capital expenditure, it has not been used effectively. Speaking at a program organized by the Center for Comprehensive Development Studies (IIDS) on Friday, Mahat mentioned that not only the government sector but also the private sector has not been able to use resources effectively. "The mentality of taking resources without doing any studies and evaluations, whatever will be seen is prevalent not only in the government but also in the private sector," he said. This will neither make the policy effective nor the proper use of resources.'
He opined that there is a tendency for capital expenditure to be allocated randomly in Nepal and when he tried to improve it, the government itself changed . During his tenure, he said that the central government has introduced a policy that projects below 3 crores and projects below 10 crores cannot be carried out by the state government . However, after the change of government, this policy was canceled and now only the Ministry of Urban Development has 7,000 projects. Mentioned that kept . "There are 3/400 projects in one district," he said, "the ministry neither has the capacity to implement, nor does such a project have any impact." Mentioned not done . "Those who are not in need are also benefiting, this has created a situation where the needy class cannot be adequately supported," he said. He opined that it should be made effective and the expenditure of social security should be limited to the target group.
