A month has passed since Energy, Water Resources and Irrigation Minister Deepak Khadka formed a three-member committee headed by Arvind Kumar Mishra to study Time of Day (TOD) meters in the dispute over the arrears of dedicated feeders and trunk lines.
Among the committee members are former Nepal Electricity Authority employee Ramraj Pandey and Chartered Accountant (CA) Sujan Kumar Kafle. But the Nepal Electricity Authority refused to give the data saying that the committee formed by Energy Minister Khadka was illegal.
The authority has been saying that the committee should be formed through the Electricity Regulatory Commission immediately after the committee is formed, as it is illegal because it is formed by the ministry. Energy Minister Khadka claims that the Authority should provide the committee's salary, office supplies and vehicles. For this, the ministry has written a letter to the authority asking the committee to provide necessary data and service facilities. But the authority said that it will not provide the data to the illegal committee.
The issue of providing data from service facilities to the committee members has entered the authority's board meeting after there was no response even after the ministry cut the letter. In the meeting of the board of directors of the authority, the board meeting of the authority was held on December 4 to say goodbye to the old members Kapil Acharya and Bhakta Bahadur Pun and to welcome the new members Bal Bahadur Parajuli and Lakshman KC.
In the same meeting, the chairman of the board, Energy Minister Khadka, raised the issue that the authority should provide salaries, staff and materials for office operations as well as vehicles to the three-member committee headed by Mishra.
'In the board meeting of the authority, the minister said that the authority should pay the expenses of the members of the committee, from salaries and personnel to logistics,' said one of the board members of the authority, 'The authority only knows the Electricity Regulatory Commission and the court, the minister's advisory committee is not recognized by the authority board, it does not bear its expenses.
In the meeting of the board of directors of the authority held on January 4, the board members formed by the ministry were discussed about the issue of salaries and vehicles, but the decision has not been taken yet. Member says. Kulman Ghising, executive director of the authority and member secretary of the board, said that in the meeting, it was discussed that the authority would bear the necessary expenses and provide the necessary documents to the committee.
'In the board meeting, there was a discussion about the authority bearing the necessary expenses and providing the necessary documents,' he said, 'the mixed coordination committee should have been formed from the electricity regulation commission, something will happen after the decision.'
TOD meter was formed to study Energy Minister Khadka said that the authority should provide the services to the committee. "According to the mandate of the committee, the work has been done, the authority has asked for data, the ministry has also asked to facilitate it," said Khadka, "the board of the authority has already decided on the decision of the Council of Ministers on October 25, it cannot be said that the authority will not give the data." Minister Khadka says that since a committee has been formed to study the authority itself, he should bear the expenses.
The cabinet meeting held on 24th December 2080 to study the dedicated trunk line arrears dispute decided to form a three-member commission under the leadership of former Supreme Court judge Girishchandra Lal and to connect electricity immediately. The commission formed with the Energy Secretary and the Industry Secretary as members submitted a report to the then Energy Minister Shakti Basnet on 23 Baisakh 2081.
The cabinet meeting held on November 25 decided to publish the report submitted by the commission. In addition, the Ministry of Energy decided to calculate the outstanding amount of electricity consumed by the customers who consume electricity from dedicated and trunk lines (based on TOD meters) and collect them within 15 days after calculating them in accordance with the current law on tariff determination and collection.
Energy Minister Khadka has formed a three-member committee headed by Mishra based on the decision of the Council of Ministers. The committee headed by Mishra has the responsibility to check the arrears of electricity tariff from administrative and technical point of view and submit a report on the basis of TOD meter as well.
Mishra says that even though he sent a letter to the authority to send the data, the work did not proceed because the data did not come. "According to the data, we have sent 3/4 of the letters to the authority, so far the data has not been received," he said, "we will proceed with the work after the authority sends the data." It was said that it should be raised. In the case of the second period i.e. from January 2072 to April 2075, according to the prescribed standards, the commission suggests that customers should be recalculated and recalculate the days and periods of electricity supply according to the prescribed standards. In case of
dedicated, there should be 24-hour continuous supply and in case of trunk line, there should be at least 20-hour continuous power supply even in the case of 6-hour loadshedding.
