Although the Oil Corporation aims to build the pipeline project within 54 months, there are signs of delay in Jhapa. The construction of the pipeline will be delayed after the person who sold it to the corporation tried to grab the land again. Although the matter of land dispute has entered the court, the case has not been resolved. According to the corporation, the settlement of the land dispute case has been settled.

An agreement has been reached in Jhapa that the IOC will make grants. It is a prime ministerial level agreement between the two countries. But there are indications that there will be a delay as the decision on the land dispute is not resolved," Pradeep Yadav, Coordinator of the Corporation Land Management Committee said, "The technician of the local people's representative, administration's surveyor's office in Rohobar, Jhapa, has made a clear statement about the land. Now we are waiting for the order of the court.'

With the plan to expand fuel storage, the corporation bought 23 bigha 3 katta 13 dhur land in Mechinagar Municipality-13 of Jhapa in 074. According to the corporation, local Chhatra Bahadur Karki and Rita Karki tried to grab 2 bigha of the land. Although there was a large portion of the land purchased in Jhapa, two bighas were found less in the field.

After that, a land management committee was formed under the coordination of deputy director Pradeep Kumar Yadav to protect and ensure the corporation's land . The committee requested the surveyor's office and administration. Napi's team had measured the land on February 30 and delivered the land to the field according to the parts. According to the Surveyor's Office, the 2 bigha land that was brought into the possession of the corporation as inadequate by the surveyor is the land sold to the corporation by Chhatra Bahadur Karki and Rita Karki.

The corporation bought 5 bighas out of the 8 bighas of the two people's joint share . But when the land was measured, only 3 bighas were found. After that, a dispute arose. Chhatra Bahadur and Rita Karki filed a lawsuit claiming their rights after the district administration, surveyor's office and local people's representatives started protecting the land according to Lalpurja. On March 6, the District Court, Jhapa, gave an interim order to the corporation not to construct any structure on the land.

Both sides were brought to the court and the date was set for the debate on July 29. Then in August, the Second District Court, Jhapa, ordered a re-examination. District Judge Tej Bahadur Khadka's bench has ordered the re-survey of 1 bigha 10 katta of lot number 140 and 7 out of 19 lots of lot number 1266 and all the land in the other 20 lots owned by the corporation. ; Although the dispute was in two parts, the court ordered to measure all 20 parts of the land .

District Court, Jhapa's Rohbar and Police Administration, Malpot and Napi Officers coordinated the measurements on October 5. Even after measuring the land, the dispute could not be resolved . Then on October 10, the measurement was done using digital technology . The report, which was measured using digital technology, was submitted to the court on November 14. After that, the court fixed payment for November 17, later it was canceled and kept on November 24. The payment has been moved again and fixed for January 3,'' said an official of the corporation, "Even though the inspection report was submitted on time, the payment is still postponed". This has also affected the project.'
