It has been a decade and a half since the construction of Hulaki highway, which is a project of national pride. When it will be completed, there is still confusion. Due to lack of sufficient budget and parks, the completion date of the project is being extended. After 15 years of construction, the progress is only 67.56 percent.
The project, which is preparing to contract for bridges and roads worth 16 billion rupees, has not been able to proceed according to the plan because it did not get the budget. Kuwer Nepali, the Project Director of Postal Highway Directorate, said that the amount allocated for the current financial year has been exhausted in the payment of the last financial year.
In the current financial year, a budget of 3 billion 30 million rupees has been allocated for the said highway. Which is less than what was allocated last financial year. In the last financial year, a budget of 3.49 billion rupees was allocated for postal highways. According to the officials of Hulaki Highway Directorate, there is a lack of budget in the project in the first quarter of the current financial year.
The work is being done through 6 planning offices under the Directorate of Postal Highways. A letter has already been sent to the Ministry of Physical Infrastructure and Transport on October 28 saying that due to the pressure on the resources, no further disbursements can be made. In the letter sent by
Artha, it is mentioned that there is a high pressure on the resources and the government fund is in the negative state and no more budget can be managed. Not only Hulaki, there is a lack of budget for national pride road infrastructure including Madhyapahari, Koshi, Kaligandaki and Karnali Corridor.
Although most of the projects have been completed in the last financial year, the payment is yet to be made. As a result, the project heads complain that the allocated budget for the current financial year has to be spent on the old payment date. In the current financial year, a budget of 1 trillion 50 billion rupees has been allocated for the Ministry of Physical Education. Amit Kumar Sharma, assistant information officer of the road department, said that due to the pressure on financial resources due to
, it has been reported that more budget cannot be managed.
'The budget is allocated according to the medium-term expenditure structure,' said Sharma, 'the budget is allocated based on which projects are under construction, how much is required, and how much is the liability.' A budget of 2 trillion rupees was requested for the Ministry of Physical Education to complete the plan estimated by the liability and medium-term expenditure structure. According to him, there is no budget allocation.
2 billion was demanded to implement the policies and programs taken by the government. But only 1 trillion 50 billion rupees have been allocated,' said Sharma, 'the budget as requested has not come, so it is okay to fulfill the obligations created in the last financial year.'
'There is a budget problem in Gauravka project, it is not possible to transfer funds, additional budget is needed because the budget allocated at the beginning is less,' Sharma said, 'Again, it is not known whether it can be spent at the beginning of the current year, it will be known only in April-May. He said that the problem of lack of budget is in the project of Gaurav.
"Gourav projects are said to be completed at a certain time, the budget for them is low," he said, "because of this, the work has not been done according to the target." He complains that since last year, the Ministry of Finance has started sending letters saying that no additional budget can be given.
'Earlier, the budget used to come when it was able to be spent, now this has happened even with the increased ability to spend,' he said, 'However, the construction time has been extended due to the fact that the required budget is not available in the ongoing projects.' Arjun Prasad Aryal, director of the North-South Trade Route Expansion Project Directorate, said that it would be difficult to manage new contracts without them. "They are called projects of national pride, but the necessary budget is not allocated," he said Bhandari Highway Project Directorate Director Deep Barahi says. "We don't need more budget immediately," he said, "Work is being done in Surkhet, Gulmi and Damak, and we need more budget if the work is being done as specified."
The construction of Madan Bhandari highway has been started with the decision of the Council of Ministers on 075 June 6 to connect Bahundangi in Jhapa to Rupal in Dadeldhura. Although the work was started to be completed by 081/82, the progress is slow. Due to lack of sufficient budget, the work is getting affected. As a result of which the work could not be completed on time, the time has been extended up to the financial year 084/85.
The project requested a budget of 5.6 billion for the current year. But only 3.53 billion has been allocated. So far, the physical progress of the project is only 50 percent. However, Mahesh Bhattarai, Joint Secretary and Spokesperson of the Ministry of Finance, claims that there is no problem in awarding contracts for annually budgeted projects.
'Additional budget has been requested from the Ministry of Physical Sciences, there is no situation to give more budget, but it is not asked to cut the budget of ongoing projects,' he said, 'There is no problem in making a contract equal to the amount allocated on May 15. '
