It has been a decade and a half since the construction of Hulaki highway, which is a project of national pride. When it will be completed, there is still confusion. Due to lack of sufficient budget and parks, the completion date of the project is being extended. After 15 years of construction, the progress is only 67.56 percent.

The project, which is preparing to contract for bridges and roads worth 16 billion rupees, has not been able to proceed according to the plan because it did not get the budget. Kuwer Nepali, the Project Director of Postal Highway Directorate, said that the amount allocated for the current financial year has been exhausted in the payment of the last financial year.

In the current financial year, a budget of 3 billion 30 million rupees has been allocated for the said highway. Which is less than what was allocated last financial year. In the last financial year, a budget of 3.49 billion rupees was allocated for postal highways. According to the officials of Hulaki Highway Directorate, there is a lack of budget in the project in the first quarter of the current financial year. 

The work is being done through 6 planning offices under the Directorate of Postal Highways. A letter has already been sent to the Ministry of Physical Infrastructure and Transport on October 28 saying that due to the pressure on the resources, no further disbursements can be made. As a result, the project heads complain that the allocated budget for the current financial year has to be spent on the old payment date. The construction of Madan Bhandari highway has been started with the decision of the Council of Ministers on 075 June 6 to connect Bahundangi in Jhapa to Rupal in Dadeldhura. Although the work was started to be completed by 081/82, the progress is slow. Due to lack of sufficient budget, the work is getting affected. As a result of which the work could not be completed on time, the time has been extended up to the financial year 084/85.

The project requested a budget of 5.6 billion for the current year. But only 3.53 billion has been allocated. So far, the physical progress of the project is only 50 percent. However, Mahesh Bhattarai, Joint Secretary and Spokesperson of the Ministry of Finance, claims that there is no problem in awarding contracts for annually budgeted projects.
