Final report of Raxaul-Kathmandu railway delayed

Even after 17 months of completion of the field survey of Kathmandu-Raxaul railway, the final report has not yet arrived. The technical team of Konkan Railway Corporation of India conducted the field survey after 22 months. According to this, Konkan submitted the report to the Ministry of Physical Infrastructure and Transport in June 2008. After looking at the report, it was sent to the Ministry of Foreign Affairs at the end of last May, including the matters that need to be reduced.

The Ministry of Foreign Affairs again sent the Ministry of Physical Affairs to clarify some issues in the report and send it. After that, two months ago, the final report was sent to the Indian Embassy through the Ministry of Foreign Affairs, said Krishnaraj Panth, Chief Joint Secretary, Infrastructure Construction and Transport Division of the Ministry of Physical Affairs. "After sending the suggestion, there has been no further response from there," he said, "we have written and sent it in the report to add some missing topics and make some changes." 

In the initial study report, he said that he was asked to clarify how Kathmandu-Tarai/Madhesh expressway (fast track) and Nijgadh International Airport will be connected by railway and where the station will be. "We have suggested to mention in the report that the possible mining areas in the said area should be covered and the railroad constructed," Panth said.

There is great mining potential along the route of the railroad. He said that it was suggested to prepare a study report so that it would not be affected. "On the other hand, there is a lot of forest on the studied railway, we have asked to add it to the study report so as not to cut down many trees," Panth said, "Even though we have sent suggestions, no response has been received yet." Bhimarjun Adhikari, Joint Secretary, Development Assistance Coordination and Quality Branch of the Ministry of Physical Sciences said that it will be reconsidered and sent by Konkan. "First, we read all the study reports," he said, "then we wrote down the points to be added and subtracted and sent them."

Railway department spokesperson Kamal Kumar Shah also confirmed that the final report sent to Konkan has not arrived. "After the final report, we will know how to proceed," he said. According to the Konkan survey report, 4 billion will be required for the construction of the railway. This amount is exclusive of compensation. It is estimated that an additional 7 billion rupees will be required for compensation. According to the last survey, its distance will be 140.79 km. It will have 32 tunnels of 42 km in total. 

It is mentioned in the survey report that 124 big bridges and 12 stations will be constructed. It is mentioned that the current distance starts from 4 km in Raxaul towards India and reaches Khokna in Lalitpur. It is also suggested to bring the last point towards Kathmandu to Chobhar dry port rather than Khokna. 

The railway will touch Parsa, Rautahat, Bara, Makwanpur, Lalitpur and Kathmandu. 1500 hectares of land in this district will be used for railway construction. It is mentioned in the study that the construction period will be 5 years from the date of contract  There is a

. The study was carried out according to the Memorandum of Understanding (MoU) between the senior officials of the Government of Nepal and India on 22 October 2007.

The pre-feasibility study of the railway was completed in August 076. During the fourth summit of the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) in Kathmandu on 075 August, KP Sharma Oli, who was also the Prime Minister at that time, and Indian Prime Minister Narendra Modi signed a memorandum of understanding to study the pre-feasibility of the railway. 

Konkan prepared the study report after 8 months in coordination with Nepal government. The study report has been prepared at the expense of the Government of India. The ministry said that after Konkan sends the final report, it will be finalized only after necessary study and discussion. 

Physical Secretary Keshav Kumar Sharma said that no information has been received in response to the suggestions sent through the Ministry of Foreign Affairs. "We have written and sent what we need to add," he said, "but no information has come that the report has been finalized after additions."
