The National Commission for Women has been established as a constitutional body to address issues such as violence against women, corruption, deprivation, violation of women's rights.
Not only the Federal Ministry of Women, Children and Senior Citizens, the Provincial Ministry of Social Development, but also the local level judicial committees are established for the campaign against women's equality, empowerment and violence. Political parties, organizations, civil society, police, courts, hospitals with crisis management centers, schools and every parent are in a campaign against violence against women. However, incidents of violence are increasingly tragic and painful.
When analyzing the data of the last 6 years, it was found that 88 percent of the total violence against women was domestic violence. While the data of the Women's Commission is telling this, the police has also released data of the same nature. Such violence is increased by the traditional thinking that a son is needed to eat a share and run the family, and kitchen, cleaning and care work are considered as women's innate responsibility. Looking at last year's data, one-third of the more than 16,000 domestic violence incidents across Nepal took place in Madhesh province alone. The incidence of violence against women is high in Madhesh due to the act of giving away daughters and taking daughters-in-law along with dowry and tilak. Bad practices such as keeping them in a camp house and beating them, forced marriages, child marriages, and feeding excrement on accusations of witchcraft have made women mentally deranged. Studies have shown that domestic violence includes psychological, emotional, physical and sexual violence. More than 80 percent of violence is done by the husband, the remaining 20 percent is done by family members, relatives and guardians. Domestic violence is most common among women involved in housewives and agricultural occupations. Girls seem to be more affected by sexual violence, rape and child marriage. Criminal acts ranging from beatings, acid attacks, burning alive, 'bad touch' and sexual exploitation, extortion and murder are taking place from homes, streets, schools to workplaces.
Most cases of domestic violence against women are not reported. In the patriarchal social structure, before filing a complaint of domestic violence, it is necessary to prepare grass, cotton, and cotton gloves at the mother's house or elsewhere. It can be easily assumed that there is a large number of women who go about their daily lives with violence without making a complaint. Therefore, there is no actual record of violence against women. A child who grows up seeing women as second-class citizens takes violence in the family, school, society and workplace for granted as an adult. He does not believe in equality between men and women, his habits and behavior are accustomed to what he sees rather than what he reads. In this way, teachers, friends, husbands, fathers, uncles, brothers, father-in-laws, relatives, brothers-in-law, brothers-in-law and relatives become predators and girls and women are persecuted. The fact that 92 percent of sexual violence is committed by relatives and acquaintances can be taken as proof of this. Not only that, for their self-satisfaction, even the female members of the family have become alcoholics.
There has been an increase in violence against women through 'cyber bullying' and cyber crime from highly educated and tech savvy people. Some mediapersons have been transmitting incidents/pictures that hurt the privacy and self-respect of women who have been subjected to violence against professional dignity. Because of consensual sex, violence in the name of living together and 'dating abuse', women are subjected to physical, financial and sexual exploitation. Although there is a legal provision that the state should register the birth of a child born from such contact, the path to education, health and citizenship of that child is not easy. For this struggle, the mother is tormented throughout her life. Psychologists believe that the psychology of a child raised by the parentage of a violent single mother is also of a violent nature. The country has to bear the burden of such violence for a long time. So we can adopt some measures to reduce violence.
promotional strategy
is the largest university family that teaches respect and ethics towards women. Cooperation between mother and father, respect in speech and behavior, and the performance of co-operation leave an indelible impression on the child throughout their life. Equal sensitivity of parents in roles, opportunities and supervision given to children is essential. School education, teacher-parent interaction, stories against violence against women, poems, essay competitions, drama productions, awareness programs, publication of informative materials, workshops for knowledge of law and use of conscience, panel discussions, hearing of victims, debates regarding national and international days against violence against women, Localization of advocacy and anti-violence campaigns needs to be given special priority.
People who engage in violence against women can be ethnic, class, class, gender and any other nature. Therefore, it is necessary to internalize rightsist approach based on human dignity to children and youth. Learning can be done through an automatic system by encouraging active students to focus on what they have learned in the school. For that, a clear approach and behavior should be developed at the school level on the subject of women and human rights through teaching manuals and methods.
In order to maintain equal human dignity, the history, concept and knowledge of human rights protection standards and mechanisms as well as the knowledge of their rights and the ability to advocate for women's rights should be developed in children and youth. We should be able to develop the skills to understand the events in the society from the point of view of human rights, to face family conflict and to transform the family and the community in a creative way.
The youth should be motivated and committed to the protection of human dignity. If we can create a youth class that has empathy and emotional solidarity with others, is aware of and respects their own and others' obligations and responsibilities, the incidents of violence will be reduced.
Preventive strategies
Girls and women should be informed and aware of violent activities, inequality, practices of multicultural masculinity. Access to skills, education and employment for vulnerable women is an important aspect of preventing violence against women. Reporting abuse and violence as soon as possible with evidence such as audio video, witness testimony, medical reports, countering irrelevant sexual comments, jokes, reporting procedures and improving laws and procedures for access to justice can also end many cases of violence. Activities such as
free helpline, psychosocial counseling, assistance in gathering evidence, victim's safe accommodation, rehabilitation in family and community, campaigning against violence are also important in violence prevention.
remedial strategy
After the violence, the victims distrust others, suffer from fear and shame, do not want to talk to anyone, stay alone and remain in a state of fear and anxiety. This is a state of 'trauma'. In the case of 'post trauma', the victim may attempt suicide, lose the power to remember. In both these cases, the physical growth of girls and women affected by violence is stopped and the children born from them are also affected by pudka, intellectual disability or other disabilities.
Even in cases of rape registered with the police and the commission, the victims and their families are under the influence of the victim and their families to withdraw the complaint, make excuses of marriage in the cases registered in the court and withdraw the case after reconciliation. As they are highly trusted by the local level judicial committee, they should be aware of the smell of political bias and other issues even when raising the issue of violence against women. Forced prostitution, forced marriage, forced pregnancy, forced rape, forced abortion, child marriage, gang rape, infanticide, and those who have lost mental balance during pregnancy and childbirth cannot file a complaint on their own. In such a situation, the activation of neighbors, relatives and local government mechanisms is inevitable.
In addition to providing psychosocial counseling at this stage, patients should be treated free of charge from health clinics to hospitals. Finally, the path to a just society can be set only if the victimized women are given access to justice and the culprits are prosecuted and the victims are given justice with compensation.
Thus, women with poor economic, educational, social, political status and physical status are at high risk of violence. Just as both men and women have equal responsibilities and responsibilities to build a family and manage human creation, in order to reduce violence, the cooperation and participation of both is necessary.
