The Bagmati Province government is making public the annual budget for the upcoming fiscal year 2083/84 on Monday (today). Minister for Economic Affairs and Planning Prabhat Tamang will present the details of the income and expenditure for the new fiscal year in the provincial assembly meeting at 4 pm on Monday, the Chief Minister's Office has stated.

According to the constitutional and legal provisions, it is mandatory for the provincial government to bring its annual budget by Ashar 1 of each year. Following the same rule, the Bagmati Province is going to bring the budget on Monday. Since the policies and programs have been passed by the provincial assembly, the budget is going to be presented on the basis of the same policies and programs.

The Bagmati Province government is going to bring the budget for the upcoming fiscal year 2083/84 at a level similar to that of the current fiscal year. The government, which brought a budget of Rs 67 billion in the current fiscal year, is preparing to bring a budget at a level similar to that in the upcoming fiscal year as well. A minister of the province said, "Previously, there was a preparation to reduce the size of the budget, but to satisfy everyone, the size of the budget will come to be around the current fiscal year." Initially, the initial estimate of the budget was around Rs 50 billion. But to meet the demands of the ministers, the budget size has been increased to around Rs 66 billion, said a senior officer of the Chief Minister's Office, "There is no source, but the budget has been increased."

The provincial Ministry of Economic Affairs and Planning had determined a budget ceiling (limit) of Rs 49 billion for the coming year and sent a letter to the ministries to select plans. Although the ministry had a provision in the project selection guidelines that the budget ceiling should be received in the first week of Chaitra, the ceiling was distributed in the first week of Jestha due to various technical reasons.

Although the government decided to reduce the number of ministries from 14 to 8 from next Shrawan, the budget ceiling has been distributed to all the 14 existing ministries. Minister for Economic Affairs and Planning Prabhat Tamang said that the budget ceiling has been sent to the previous ministries to merge those programs according to the new structure during the budget implementation phase from Shrawan.

"Ceilings have also been distributed to the ministries that will be abolished or merged. In the process of implementing the budget from Shrawan, the ceiling has been distributed to merge the budget and programs," he said. The provincial government had decided in a meeting held last April to reduce the number of ministries to 8. As per the decision, the Office of the Chief Minister and Council of Ministers, the Ministry of Internal Affairs, Law and Cooperatives, the Ministry of Economic Affairs and Planning, the Ministry of Physical Infrastructure Development, the Ministry of Drinking Water, Energy and Irrigation, the Ministry of Industry, Tourism and Transport, the Ministry of Health and Social Development, and the Ministry of Agriculture, Forestry and Livestock Development will remain in the province.

The government plans to merge the budget programs accordingly and move forward with implementation. The Bagmati provincial government has distributed budget ceilings of 30 and 50 million rupees to the lawmakers.

The provincial government has included the budget ceiling for the upcoming fiscal year 2083/84 in the ceiling and distributed a ceiling of 50 million rupees to directly elected lawmakers and a ceiling of 30 million rupees to proportional lawmakers.

The Bagmati provincial government is preparing to distribute a budget of more than 4 billion rupees to 104 provincial lawmakers. Out of a total of 110 lawmakers, 6 lawmakers have resigned from their posts. Provincial Assembly members and former ministers Yubaraj Dulal, Prakash Shrestha, Aman Kumar Maskey, Kundan Raj Kafle, Basanta Manandhar and Sunil KC had resigned from the Provincial Assembly for the House of Representatives elections held last Falgun.

A senior official of the Ministry of Economic Affairs and Planning of Bagmati Province, which is going to provide a budget ceiling of Rs 30 million and Rs 50 million respectively to the 44 proportional and 60 elected MPs of the Provincial Assembly, said, "The budget has been formulated to distribute Rs 30 million to the proportional and Rs 50 million to the elected MPs."

According to an employee of the Ministry of Economic Affairs and Planning, budget ceilings were being given to MPs in the past in the same style as the MP Development Fund. Accordingly, a plan was demanded for the upcoming fiscal year by setting a limit.
