The Nepali Congress has passed a 33-point resolution at its Bagmati Province-level meeting focusing on good governance, service delivery, social justice, employment, education, health, tourism, agriculture and disaster management.

The meeting held in Dhulikhel, Kavre on Jestha 4 and 5 was organized by the Nepali Congress Central Policy, Research and Training Institute.

The meeting expressed its commitment to run a citizen-oriented, responsible and accountable government while protecting the constitutionally guaranteed civil rights. Expressing concern over the 'undemocratic and unbridled' activities being carried out by the federal government, it has been urged to keep the spirit, methods, procedures and self-respect of the constitution at the center.

The resolution states that the services provided by the local government will be made more simple and effective, and the system of providing services at the doorstep of senior citizens, disabled people, pregnant women, postpartum women and the underprivileged community will be made effective.

It has also been decided that all local levels will have to submit their budgets by Asad 10, to launch the 'Zero Redundancy Local Level' campaign and to strictly follow financial discipline.

It has been resolved to implement an enterprise-friendly tax system by prioritizing local production, agriculture, entrepreneurship and youth employment, to connect the skills and capital of youth who have returned from abroad with local development and to launch the 'Labor to Enterprise' campaign. It has also been announced to launch programs like 'Entrepreneurial Mother' to connect women's traditional skills with enterprises.

In the education sector, it has been stated that investment will be increased in curriculum development based on local art, language and culture, school digital information system, quality education and teacher capacity building. In the health sector, it has been committed to making the 'Health Insurance for All' campaign effective, providing health services at doorsteps, mental health counseling, digital health profile and 'Green City, Healthy City' campaign.

The gathering has also put forward a policy to solve the problems of landless Dalits, squatters and unorganized settlers, protect endangered communities, end untouchability and social discrimination and run programs for social transformation. Similarly, emphasis has been placed on the development of religious, cultural, adventure and eco-tourism, construction of spiritual tourism routes and expansion of homestays to promote tourism. In the agricultural sector, it has been mentioned that collection centers, cold storage and agricultural ambulance operations will be made systematic to transport farmers' products to the market.

The gathering has also decided to build a safe and prepared Bagmati province from floods, landslides and earthquakes, establish a disaster management fund at the local level and make organic engineering mandatory in road construction, while urging the federal government to amend the necessary laws for the implementation of federalism and expressed its commitment to move forward according to the 'three C' concept of coordination, cooperation and coexistence. In addition, it has been resolved to make the active membership update campaign effective under the 'Jara Abhiyan' to strengthen the party organization.

The gathering was attended by a significant number of central members, provincial government officials, parliamentarians, district chairmen, municipal mayors and deputy mayors, local party chairmen and people's representatives from Bagmati Province.
