After nine months of vacancy, the Intermediate Management Committee of Chitwan National Park has got new leadership. Shivaji Gaik was elected as the chairman of the Management Committee in the elections held on Friday.
The term of the committee ended on 14th of last Shrawan. It has taken time to form the Management Committee as the user committees have not been formed. Two user committees are still to be reconstituted.
There are 21 user committees and one sub-committee of the Intermediate Management Committee in these four districts of Chitwan National Park, which extends from Chitwan to Nawalparasi (East of Bardaghat Susta), Parsa and Makawanpur. The Intermediate User Committees are formed by providing budget to carry out conservation, relief and development activities in human settlements connected to the park.
The user committees are responsible for protecting people, crops and livestock from wild animals, providing relief in case of damage, and bearing limited medical expenses in case of injury. The Intermediate Management Committee of the park is formed by having all the chairpersons of the user committees. One chairperson of the Intermediate Management Committee is elected from among the chairpersons of the user committees. This time, three of the chairpersons of the user committees had filed their candidacies for the position of chairperson of the management committee.

The other two candidates, Lal Bahadur Dawadi, chairperson of Kerunga User Committee, received 7 votes, and Doman Bhandari, chairperson of Nanda Bhauju User Committee of Nawalparasi (Bardaghat Susta East), received 2 votes, said Thapa Magar.
Chitwan National Park is the first park in the country. The concept of intermediate management was born to involve locals in the park, which has been protected only by the park administration and the Nepali Army. Although the buffer zone act and regulations were enacted in 2052 BS, groups, user committees, and management committees have been formed in Chitwan since 2054 BS. The concept of buffer zones was implemented for the first time in the country in Chitwan National Park. There is a legal provision that 30 to 50 percent of the income generated by the park goes to the buffer zone.
The park allocates up to Rs 120 million annually to the buffer zone of Chitwan. Other partner organizations also provide budget support for conservation work. The budget is allocated by prioritizing committees affected by the park. The budget received from the park is spent by the user committee under five different headings. There is a provision that 30 percent of the budget coming to the buffer zone should be spent on conservation programs, 30 percent on community development, 20 percent on income generation and skill development, 10 percent on conservation education, and 10 percent on administrative expenses.
