Local residents have been frustrated as the Bahrabise-Dhuskun-Piskar road section, which becomes dusty in the summer and muddy in the rainy season, has been left stranded for years. Not only has the construction work been slow, but even the public representatives have become dissatisfied when some sections have been completely stopped.
According to Tripurasundari Rural Municipality Chairman Bhakta Dhoj Bohara, the contractor has been neglecting the work despite repeated requests and warnings. 'We are rushing to complete our term, but the contractor has only said that it will be done tomorrow,' he said. According to him, the locals are forced to travel arduously due to the pathetic condition of the road.
On Saturday, District Coordination Committee Chief Bal Krishna Shrestha, Rural Municipality Chairman Bohara, Infrastructure Development Office Sindhupalchowk Chief Prakash Poudel, Ward Chairman Shiva Kumar Karki and others conducted a joint monitoring. During the monitoring, it was concluded that potholes, collapsed terrain and landslides on the road have increased the risk and the construction work has been left stranded.
Kanchharam Construction Company took over the responsibility of upgrading and blacktopping 17 kilometers of roads under the Bagmati Province Government in December 2077. Although the contract was signed to complete the work within two years and two months at a cost of Rs 394 million, the progress has not been satisfactory despite three extensions.
The Infrastructure Development Office has demanded an explanation from the construction company for delaying the work and has warned that if it does not provide a satisfactory response within seven days, the contract will be terminated, blacklisted and the security deposit will be forfeited.
According to the office, the construction has not been completed on time due to the contractor's continuous negligence. According to the Infrastructure Office, the contractor company has started the work since Asad 12, 2077, but has been repeatedly requesting extensions. Despite repeated calls from the local government, community and stakeholders, the construction business has been ignoring it. Infrastructure Office Chief Prakash Poudel said, 'Now we are preparing to wait another 6 months and cancel the contract if no work is done within that period. Due to the delay, a fine of up to Rs 40 million will be imposed and a daily compensation of up to Rs 2 million will have to be paid.'
Prakash Dhakal, a representative of the construction company, admitted that the work was delayed due to various reasons and claimed that some progress would be made by Asad. 'We are preparing to move forward with the work by arranging crushers and materials,' he said.
According to locals, only basic work was done for one and a half years and since then, most of the work has been stalled. They complain that the road construction has completely stopped after the contractor became uncontactable. Locals say that the poor condition of the road has directly affected traffic, trade and development activities.
