Chitwan-3: UML candidates are finally in the fray for the third election

This is the third election for members of the House of Representatives in the country since the republic. For the first time, UML has fielded a candidate in Chitwan-3.

Shankar Thapaliya of UML is the candidate from this constituency on Tuesday. The day after the final list of candidates was published after the deadline for objections and withdrawal of nominations, Thapaliya organized a press conference in Bharatpur on Saturday morning.

In which, the incident of UML fielding a candidate for the first time in Chitwan-3 came up. ‘Unlike the previous elections, UML has fielded a candidate for the first time in this constituency. That is why the party’s well-wishers, supporters and leaders and workers are all excited. The basis of our organization is also good. This is the basis for my victory,’ Thapaliya said at the press conference. 

The constituency where Chitwan-3 is currently located was also in Chitwan-4 and Chitwan-5. UML has a history of not fielding its candidate in previous elections in this constituency.
For the first time after the establishment of the republic, the UML and the then CPN-Maoist Center made an electoral coordination at the central level in the parliamentary elections held in 2074 BS. At that time, UML candidates were fielded in two of the three constituencies of Chitwan. After the then Maoist Center Chairman Pushpa Kamal Dahal stood up in Chitwan-3, there was no candidacy from the UML. In the 2079 parliamentary election, the UML had registered its candidacy. But suddenly withdrew its candidacy at the last minute.

In the 2079 election, the then UML Chitwan District Chairman Ram Prasad Neupane had registered his candidacy in Chitwan-3. Since there was an electoral alliance between the Congress and the Maoist Center in the same area, there was no official candidate from the Congress. The then central member of the Congress, Dinesh Koirlal, had registered his candidacy as an independent candidate. The UML had withdrawn the candidacy of the party's district chairman Neupane, supporting the independent candidate Dinesh Koirlal.

For the first time after the restoration of multi-party system, in the parliamentary election in 2048 BS, the leftist parties contested the election in Chitwan, which has three constituencies, in an alliance. In that first election too, there was no UML candidate in Chitwan-3. Then, in the mid-term elections of 2051 BS, UML fielded its candidate for the first time in the then Chitwan-4, which included the current Chitwan-3. At that time, too, the UML, coordinating with the Left at the last moment, supported the candidate of the then United Jana Morcha. 

Vijay Subedi, who was a candidate at that time, also became a candidate from Chitwan-5, which included most of the current Chitwan-3, in the parliamentary elections of 2056 BS. After that, the same Subedi stood from this constituency in the Constituent Assembly elections of 2064 BS. For the second time, the UML fielded Dan Bahadur Tamang from this constituency in the Constituent Assembly elections held in 2070 BS. 19 out of 29 wards of Bharatpur Metropolitan City and Madi Municipality fall in Chitwan-3.

UML candidates from this constituency have not yet won in the federal parliament. Candidates from the Congress, the then United Jana Morcha and Jana Morcha Nepal, and the Maoist Center, as well as the Rastriya Prajatantra Party (RPP), have also won in this constituency. Bikram Pandey of the RPP had won from this constituency twice without any electoral alliance. In the 2079 election, the National Independent Party (RIP) came third in the direct election but first in the proportional representation.
