Bagmati Province Chief Minister Indra Baniya has said that the provincial government should be given clear responsibility for development and construction work.
He said that in order to make the federal system effective and people-oriented, it is necessary for the union to focus on policy formulation and for the provincial government to carry out development work.
At an interaction between the union, provincial and local governments organized by the District Coordination Committee in Dhulikhel, Kavre on Sunday, Chief Minister Baniya said that federalism would be stronger if the provinces take on development work and the federal government takes on policy formulation.
He argued that such a system would make people-oriented, poor-oriented and justice-oriented development possible. Chief Minister Baniya claimed that the current constitutional system in Nepal is one of the best in the world and stressed that it should be moved forward by correcting the weaknesses and imperfections seen in the implementation phase. 'Nepal's constitution is good, but there are challenges in implementation,' he said. 'The federal structure should be implemented in a way that the people can feel by solving those challenges.'
Local level people's representatives had expressed their complaints against the union and provincial governments during the program. They had complained that the structures damaged by the floods and landslides that occurred in Asoj last year have not yet been reconstructed and that they have not received the expected support from the union and provincial governments.
The people's representatives complained that local residents were facing difficulties in their daily lives due to the delay in reconstruction. Representatives of local governments said that the problem was due to the lack of clarity on authority, resources and coordination in disaster management, reconstruction and development projects.
They said that a clear division of roles between the federal, provincial and local governments was necessary. They emphasized the need for practical reforms, fair distribution of resources and further strengthening of the provincial and local levels in development work to make federalism successful. During the interaction, the need to increase coordination, cooperation and trust between all three levels of government within the federal structure was also discussed.
