Three opposition parties in Bagmati Province have demanded that the provincial government immediately convene the winter session of parliament. They have also warned that if the session is not convened immediately, they will proceed according to the provincial assembly rules.

The CPN-Maoist Center, the Unified Socialist Party and the Hamro Nepali Party on Wednesday submitted a memorandum to Chief Minister Indra Bahadur Baniya, warning that if the parliament session is not called, the process will proceed as per the rules.

They allege that the government is not accountable to the parliament and has been trying to evade the parliament for a long time. The opposition party's memorandum accuses the government of 'putting oil in the ears' by closing the provincial assembly, a place where the people's voices can be heard.

They have also said that if the government does not call a session in the parliamentary system, they will use the provision of the rules that allows one-fourth of the MPs to call a special session or meeting.

They say that the provincial assembly itself has been held hostage to indecision when the country is in crisis after the 'Genji Rebellion' and even the federal parliament has been dissolved. The memorandum states that the secretariat and committees have also been paralyzed due to the failure to elect a speaker for a long time. They have also demanded that the government immediately correct the arbitrarily allocated budget by cutting up to 50 percent.

‘We strongly demand that the government immediately convene the winter session. Otherwise, we inform you that the opposition party will move forward as per the provincial assembly regulations for the provincial assembly session,’ the memorandum states, ‘While cutting the budget passed by the provincial assembly, the opposition was not even consulted. The government’s unilateral and arbitrary behavior has made us serious.’

They have also put forward three demands to the government. They have demanded that the winter session be convened immediately, that the budget for the current fiscal year 2082/083 be implemented exactly without any cuts, and that budget arrangements be made for additional plans tabled and passed in parliament.

The memorandum has been signed by Shalikram Jamkattel, the leader of the parliamentary party of the main opposition party, CPN-Maoist Center, in the Bagmati Provincial Assembly, Basanta Manandhar of the CPN-Unified Socialist Party, and Shailendraman Bajracharya, the leader of the parliamentary party of Hamro Nepali Party.
