Lalpurja is the only basis to officially confirm the land you own. 969 people of Bhumlu rural municipality-7 and 8 of Kavre have their own land, but there is no basis to confirm it. This is not a current problem. For 50 years, 969 people of ward 7 and 8 have been without red parts.

56-year-old Goma Khadka of Habeli, Bhumlu-8, has been waiting for 10 years in the hope of getting Lalpurja. She said that even though she bought 3 annas of land in Habeli for 15 lakh rupees and built a house 10 years ago, she did not receive any documents to confirm that it was her property.

"The house was built after paying so much money and investing," she said, "even if the house is built on that land, there is no basis to say that it is our own land, we have not received the parts yet." This problem is not only hers .

380 people of Ward 7 and 589 people of Ward 8 have the same problem. In the year 2032, after the boundary dispute between the then Bhumlu and Falante Village Development Committee, the residents were unable to get Lalpurja even though the land was surveyed.

61-year-old Ram Bahadur Tamang of Ward 8, Bhumlutar, said that they have been facing many problems for years due to lack of red parts. "We have not been able to do any investment and trade/business because we don't have Lalpurja. Even for modern farming, we need Lalpurja first," he said. "Everyone knows that the land is ours, we have paid taxes," he said. However, it has been many years since I heard that Lalpurja will be available soon. "It is known that it has been discussed many times that we will give Lalpurja now," she said, "It has been many years since we have been waiting for Lalpurja, all the details have been noted down, now we are hoping that it will be received soon." The rural municipality is preparing to distribute food supplies to the residents of both the wards on Tuesday. Bhojraj Upreti of Ward-7 expressed his happiness that after five decades of waiting, many disappointments and disputes, he is about to get the legal certificate of the land.

"What we are about to receive is not just a paper, it is our identity, rights and hope for the future," he said. Phulmaya Tamang of Ward-7 Juredanda says that it will be easier to do housework and other business after getting Lalpurja. She says, 'We were very sad because of the lack of Lalpurja, we could not do any business, we got Lalpurja after many years, this is a big thing for us.' According to him, after the surveyors and Malpot employees completed all the procedures, 174  And 2 hundred and 4 people of Ward-8 have been prepared to give red portions. He said that since the Napi team will be deployed in the respective area for four months, the remaining families who have received evidence will also be distributed during this period.

Jitendraman Tamang, the vice chairman of the rural municipality, said that not only the local people but also our local governance has been made incomplete by having to spend 50 years as a land without a legal certificate. "Now the process of distribution of spare parts has reached the final stage," he said, "This is not only the rights of Bhumlubasi, it is a historic step to get justice". "This is not just distribution of Lalpurja, but a new chapter of legal identity, confidence and financial start in the life of Bhumlubasi," he said, "Village Executive is committed to provide all citizens here who need Lalpurja." 

What was the main reason for not getting Lalpurja for 50 years?

When the agricultural land of the former Pipaltar Village Panchayat was divided into the Bhumlutar and Falante panchayats, there was a dispute about where the land should go. In the year 2032, due to the dispute between the surveying team and the two panchayats, when the surveying team returned, the locals could not get Lalpurja . The measuring team went again in 2035. At that time too, the land surveying team returned without working after a dispute arose between the two panchayats.

After the problem of Lalpurja in Bhumlu Rural Municipality-7 and 8 was not resolved for years, a committee was formed under the coordination of Anil Marasini, Deputy Secretary of the Ministry of Land Management, Cooperatives and Poverty Alleviation on 10th January 2075, and on 2nd January 2080, a problem solving study committee was formed under the leadership of Jairam Tamang, officer of the surveyor's office.

Likewise, a working group was formed under the chairmanship of Surveying Officer Engineer Greesham Pradhan to prepare an action plan for the purpose of implementing the report prepared by the office and the report prepared by the Ministry on June 31, 2081.

According to the action plan, red parts are going to be distributed on Tuesday. In the discussion with the locals, the staff complained about the problem of working because some rich people did not bring the documents of their land. Similarly, those who have migrated and are now living in urban areas, according to the information issued by the office, there was a complaint that it was difficult to work even though they did not get in touch on time.
