Bagmati Province Chief Minister Indra Bahadur Baniyan is facing a vote of confidence in the House on Tuesday as the internal strife within the party has reached its climax.
In the meeting to be held at 4:00 PM, Baniyan, as the sixth Chief Minister of the province, is going to take the vote of confidence from the House in accordance with the clause (4) of Article 168 of the Constitution of Nepal and sub-rule (1) of Rule 143 of the Provincial Assembly Rules, 2074.
56 votes are required for a vote of confidence in the 110-member state assembly. As there are 37 MPs of Nepali Congress and 24 MPs of CPN-UML, it seems that Baniyan will easily get the vote of confidence.
However, Nepali Congress Chairman Sher Bahadur Deuba is saying that the Chief Minister Baniyan did not implement the agreement reached when Bahadur Singh Lama resigned from the post of Chief Minister. Because of this, Baniyan is under pressure.
It has been claimed that there was an agreement between Congress President Deuba, Chief Minister Banyan and former Chief Minister Lama about swearing in the three ministers who were appointed by Lama before he was defeated as the leader of the party. According to the agreement, the Lama supporters are angry with the Chief Minister after Baniyas did not include them while expanding his cabinet. As a result, they are saying that they will resign en masse and will not vote for the vote of confidence.
After the motion of no confidence was registered in the parliamentary party, the former Chief Minister Lama appointed Provincial Assembly members Govind Lamsal as Ministers of Internal Affairs and Law, Maya Shrestha and Geeta Gurung as ministers without department. After the provincial chief's office issued notices for the swearing-in of ministers, the swearing-in was stopped when provincial chief Deepak Prasad Devkota went to Kathmandu for treatment.
Before Bahadur Singh Lama resigned from the post of Chief Minister, it was agreed that three people who could not take the oath after being recommended by the minister would be included in the new cabinet. The agreement was reached with the party chairman. Now they have started to threaten the whip after breaking the agreement," said one of the MPs from the Lama party, "There was no constitutional obligation for Bahadurji to resign. However, it was given after the assurance of the party's leadership.
He claimed that if the agreement is not followed before the vote of confidence, they will be forced to think about the vote of confidence. Along with Lama, nine members of parliament who support him met Chairman Deuba on Sunday and informed him about the current political situation in the province. At the same time, it is understood that 14 MPs of Lama supporters have informed about issues ranging from collective resignation to opposition to the vote of confidence.
At the same time, Deuba has asked to create an environment for a vote of confidence. "We have been assured that the agreement will be followed," he said.
According to Congress MP Tshiring Dorje Lama, when the party has issued a whip, it is certain that everyone will stand in favor of the vote of confidence. After issuing the whip, all present and vote in favor of the vote of confidence. Because the matter of dissatisfaction is discussed and coordinated with the party chairman and preparations are being made to move forward.
Lama claimed that Chief Minister Baniyan will move forward according to the instructions of the party's high command. Kundanraj Kafle, MP of the Lama Party and outgoing Minister of Economic Affairs of Bagmati Province, said that no decision has been taken yet.
'Constant communication with the party chairman is going on. We believe that the problem will be solved", he said. Water and Irrigation Minister Krishna Kumar Tamang, who is also the government spokesperson of the province, said that the resignation was untrue.
079 After the November election, Congress became the largest party in the state with 37 seats. After the election, in the parliamentary party election held on December 13, 2007, he was defeated by the MP Banian Lama, who is also the chairman of the province. Lama became the Chief Minister on July 8, 2008 after the Congress-UML alliance.
After Banian became the leader of the parliamentary party through a motion of no confidence, there was increased pressure on Lama from the party to resign. Lama resigned on 18th July saying that he had reached an agreement with Chairman Sher Bahadur Deuba on 17th July. Baniyan, who became the Chief Minister on the 19th, tried to get a vote of confidence without following the agreement.
The ruling party Congress and UML have issued a whip to give a vote of confidence to Chief Minister Baniyan. Congress and UML have issued whips to their members to attend and vote in favor of faith.
