Bagmati's budget is always tight

Even after eight years of the implementation of financial federalism, Bagmati Province's policy and program and budget formulation process still remain "small".

According to the law, it is mandatory for the province to submit the budget for the next financial year on June 1st. Accordingly, the Bagmati state government started the budget speech in the House at 8:30 pm on Sunday. After the state assembly meeting called for 1 pm was postponed to three stages, the minister of internal affairs and planning of the state Kundanraj Kafle submitted the budget worth Rs.

26 billion 446 million 91 thousand rupees i.e. 38.6 percent of the current budget and 42 billion 43 million 26 lakh 36 thousand rupees i.e. 61.4 percent of the capital budget have been allocated for the upcoming fiscal year.  Every year, there is a tripartite conflict between the Chief Minister, Physical Infrastructure Development and Minister of Economic Affairs and Planning especially on who will include more plans in their constituencies and districts. Because of this, the Minister of Economic Affairs and Planning is able to submit the budget to the House on time. This year too, due to the controversy of the same nature, the Minister of Economic Affairs delayed and presented the budget in the House.

There is currently a Nepali Congress-NKP UML coalition government in the Bagmati state assembly. Due to the existence of two clear factions within the Congress, a problem was created for Chief Minister Bahadur Singh Lama and Economic Affairs Minister Kafle in the preparation of the budget. After UML-led Physical Infrastructure Development Minister Aman Maske asked for more budget than the specified ceiling, there was a long-standing disagreement within the ruling party regarding the issue of budget . When the opposition Maoist Center, RPP and CPN (S) also bargained on the budget, there was a commotion within the ruling party .

 

 

'A day before the budget speech, work was being done to include and extract the plan . In Bagmati province, there was a possibility that the plan of about 5 billion rupees would be more than the one submitted in the House. However, due to the existing economic recession in the country, the situation of tax and revenue collection and the payment of obligations of old schemes, the Congress-UML agreed to increase the ceiling of the budget by only 5 percent compared to the current one, said a minister . According to him, the plans and programs included in the budget presented in the House have been distributed to everyone. "There is no possibility of further reduction of plans and programs". The PDF has been distributed internally. Now it will be printed from the printing house and distributed to the MPs through the prison hole of the House", he said.

According to Surajchandra Lamichhane, spokesperson of the Bagmati province government and Minister of Internal Affairs and Planning, such a situation is created every year when trying to show strength by including unproductive sector plans in the budget. He said, 'When the budget was included in the unproductive sector, which happened to the workers close to him, the policy, law and order could not be established in the province.' It is ironic to bring a budget to feed workers every year. It is wrong to include the budget for feeding the workers in the budget that even the parliamentarians say in the House. 

The government included Rs 5 crore for directly elected MPs and Rs 2 crore for proportional MPs in the budget. He also pointed out that there is a lack of experts in the province to guide the government and the House on budget formulation and implementation.
