The people of Narayangarh have protested against the structure that is going to be built on the Narayani River to provide enough water for the ships, saying that the market will be at risk. The 'spur' started under the guise of Narayani lift irrigation source and Gaureshwar Pashupati temple will be stopped due to protests.
More than one crore rupees have already been spent for the spur that the builders are going to build for two crore 39 lakh rupees.
The construction company signed an agreement with the Federal Government Agency Shipping Office on March 28 so that the two spurs could be built by June 30. Amrit Maske said that the local residents were shocked after the construction company started work on May 3. When the work started, the opposition of the local people was also increasing. In the meantime, one of the two spurs with a length of 100 meters and a height of two meters has almost been completed.
Maniram Bhusal, registrar of the shipping office, came to Narayangadh on Sunday to talk to the locals who were pressuring them to stop the work. After listening to the locals in the discussion, Bhusal came to the conclusion not to proceed with the work. However, after completing the process, a decision has yet to be made. Although he said that this plan came with the aim of running water transport from Triveni to Devghat in the long term, the locals are not convinced.
'It was seen that your plan is to bring the water spur from the small Bhangal that has broken to the west of Gandakot and make it suitable for water transport in winter. "Shocking the water of Bhangalo in this way is affecting Narayangadh market," said Prachanda Lal Pradhan, an old resident of Narayangadh river bank and former president of Chitwan Industry and Commerce Association. He said last year when there was a big flood in Narayani, there was panic in the market.
Pradhan said that since last year it seemed that the flood would enter the market, after placing two two meters high spurs in Narayani, there is a fear of entering the market when the flood comes. He said, 'You may have a technical assessment. But you have not seen the flood. Come this year in Barkha, when the rain comes, how much water will go to Bhangalo, how much will come here, just make a design and work. Do not work this year.'
Purna Bahadur Ranabhat, Chairman of Narayani Lift Irrigation Consumer Committee, said that there is a danger of ruining the canal system when spurs are placed across the irrigation source. 'Last year, there was a flood that drowned the motors in our city. Now, when trying to collect water here and there by using this spur, there is a danger of water hitting and destroying the mouth of the canal in every flood,' said Ranabhat. He also said that this work should be stopped immediately.
'The canal has no future. affects the market. Since there is no canal, irrigation is blocked in thousands of hectares of West Chitwan. So don't do this work in a hurry, stop it. If not, we will bring 10,000 consumers to the field and protest and demolish it," warned Ranabhat. DB Pariyar, who lives near the river, said that if the river is obstructed even a little, the water will flow from right to left due to the construction.
'I am the first to know when there is a flood here. You have said that there is no point in keeping the spur to the west. But my experience shows the effect. There is also an effect on rhinoceros. Narayangadh is more at risk. Because even if there is a little blockage, the water flows right and left,' said Pariyar. He opined that in places where there is a high risk of flooding, without building strong embankments on the right and left sides, spurs should not be built to block the flow of the river.
Maniram Bhusal, the registrar of the government agency Watercraft Office in Ekantakuna, said that Narayangarh is still becoming known for water activities because of motorboats. There are dozens of motorboats in Narayangadh now. Those who ride it are enjoying themselves. Along with motorboats, we are thinking of starting water transport by running watercraft that can accommodate 100 people,' said Bhusal. He said that a terminal will be built to organize the motorboats of Narayangadh.
Bhusal said that the DPR has been prepared for the construction of a terminal building in Narayangadh and the plan is to include Rs 13.5 million in the budget for the next financial year. . In addition to this, he also informed that the DPR is being prepared for the operation of ships in Triveni-Devghat distance of 85 km.
But Bhusal said that since there will not be enough water for water transportation in winter due to the breach of the Gaureshwar Pashupati Temple in Narayangadh, they are going to manage water by making a spur. "Our study did not show that keeping the spur would cause damage during drought. Even if the water level rises to some extent in winter, the water seeps through the spur. It is said that in Barkha, the water goes from the top without crossing the spur, it does not spread much to the right and left,' said Bhusal.
He said that they are trying to increase the water level by only one meter in winter. 'Even if I raise one hand here, it will be difficult to save, because I am the victim of Narayani's flood. Even if you say that technically we will build a spur to be safe from floods, I am not sure,' said Bhim Bahadur Shrestha, an old resident of Narayangadh and former MP. A public hearing was held for the terminal building. Bhusal, the registrar of the Shipping Office, said that there was no public hearing for the
spar because there were no criteria to study the environmental impact such as EIA and IE. According to Bhusal, the work was started because the local and ward office representatives praised it as a good plan for water transportation in the public hearing held for the terminal building.
President of Dialo Toll Development Organization of Narayani Aad, Ravikumar Pradhan, who is said to have participated in the public hearing, said that he was in the ward office to have an initial discussion and that the same discussion was called a public hearing because it was said that a public hearing would be held later.
