The construction of Bheri river bridge connecting Rukum West and Jajarkot under Madhyapahari (Pushpalal) highway started from 2069. Even after a decade, only 18 percent of the work was completed, the contract was broken and a new contract was called for twice in the last financial year. But there is confusion as to when the construction of the bridge will be completed since no one has awarded the contract to the construction company.
Similarly, the road work started from the financial year 2075/76 to open a track at Manta Bhir in Jajarkot. But about 400 meters of track is yet to be opened .
About 91 percent of the 404 kilometers of the western section of the Madhyapahari highway are being operated on regular transport vehicles. But the highway is incomplete due to Manta Bhir and Bheri bridges. The planning office at Dailekh under the highway has been looking at the road from Pathihalna in East Rukum to Sanfebagar in Achham.
The Madhyapahari Highway project which started from the financial year 2064/65 is up to 2082/83 . In the beginning, due to budget, drawing dispute, compensation, lack of staff, etc., the project has only gained momentum since 070 . The planning office has handed over about 59 km of Rukum West section to Road Division Office Chaurzahari and about 78 km of Dailekh section to Road Division Office Surkhet. According to the office, 366 Kilometers of roads have been paved and 38 kilometers remain to be paved.
Out of the 1,400 meters of Manta Bhir, the track has been opened in about 1,000 meters and the grade has yet to be adjusted in about 300 meters of the track. Sharma/Singh & Brothers JV for construction of new track at a cost of around 40 crores has expired twice.
'Due to the hard rocks, there was a problem in opening the track, now work is being done with 3 excavators on the side,' said Navin Kharal, the engineer of the project. gave .
It took two excavators a week to dig a 10-meter road due to hard rocks in Bhir and a machine was damaged a week ago due to rocks, Netra Dharala, a representative of the construction company said. "As there is a risk of accidents when using people, the work is being done only through machines," he said. But the contract was broken in November 2079 after the company could not build the bridge for almost 10 years.
If the bridge is not built, there is a compulsion to travel through the Madhyapahari Highway to Rukum West and beyond that to the east via Sallibazar in Salyan and Rimna in Jajarkot and Simli in Rukum West. The company had completed about 18 percent of the bridge. The foundation work for the bridge has been completed, while the 'sub structure' above and below the bridge and the 'super structure' above the bridge and above the bridge are left. A tender of 220 crores was invited twice in the last financial year for the construction of the bridge by changing the design for the suspension motorized bridge on the Bheri river . Engineer Kharal said, "No one tendered because others had left the work. We have prepared to open the contract again through the project office."
Sharma/Singh & Brothers JV, which has taken the road construction contract in Manta Bhir, has taken the contract for four sections in Madhyapahari . Out of the 55 kilometers undertaken by the company, progress has been made on other roads, but work on 17 and a half kilometers of Syauli Khola-Karkigaon section has been stalled for a long time. He took charge of the construction for 55 million rupees to complete the work within 30 months on 4th July 2075 . The owner of the company is Ramesh Sharma.
"The contractor company has extended the deadline for more than 100%, the work is still not finished, we are being scolded by the negligence of the contractor," said Kharal, the engineer of the project. The company that took the road construction contract has barely completed 60% of the work in 7 years. He informed that the deadline has been extended till the end of December for the last time. Ratna Bahadur Khadka, head of Chedagad Municipality, said that despite asking the contractor to complete the work several times, they are ignoring it.
Parameshwara Karki of Karkigaon said that when the work is stalled, vehicles get stuck in this section everyday and passengers suffer for hours. "It is only to say that it is a project of national pride. For years, we have been suffering because of this road," he said, "The risk of accidents is the same, there is a problem of vehicles getting stuck all day long due to dust, mud and landslides."
Pathihalna-Rupagad section of Rukum east in the mid-hills has been blocked for a long time. No work has been done since two years in the section where Bharat Mahadev/Khimti/Siddhasai JV, the company of Bharat Mahadev/Khimti/Siddhasai JV, was contracted by the Chairman of the Federation of Construction Professionals, Ravi Singh. The company took the contract in the year 2072 for about 40 million rupees . So far he has extended the deadline 5 times .
'When the road is closed, we are forced to travel in mud in winter and mud in rain,' Ramesh Budha of Pathihalna said, 'The risk of accidents is also increasing as the road becomes more and more dilapidated, the contractors keep getting delayed due to political access, and we are forced to suffer daily.' Anju Pariyar, Head of Planning Office, said that since most of the roads have been blacked out, they are now working on the construction of necessary infrastructure for road safety. According to him, traffic safety bar has been constructed in 8 km of Jajarkot, Dailekh and Achham section.
Similarly, regular road maintenance, traffic signs and other works are also being done. After the construction of the Madhyapahari highway, about three dozen villages in the western section have been developed as business centers, said Virkh Bahadur Bista, president of Saniveri Rural Municipality of Rukum West. According to him, now the local products have easily got the market and price, while the transportation of daily consumables has become easier.
"The road has connected access from the federal to the state capital," he said, "after the construction of the Madhyapahari highway, the journey to the state capital Surkhet has been shortened to five hours."
