Since the government has made the national identity card mandatory to get social security allowance from July 1, the elderly in the remote areas of Achham are currently suffering from the district administration. 

59-year-old Kamman Luhar of Ramaroshan Rural Municipality-3 Pasela, which is considered remote in Achham, is physically disabled. It has been years since he could not walk without moving his left arm and leg. He now receives Social Security benefits for persons with disabilities.

In previous years, he was getting allowance based on his documents and citizenship, but he did not produce a national identity card. He could not reach the district administration because he could not walk and there was no road access to the village. Now, he arrived in Mangalsen on Thursday after the national identity card became mandatory for the renewal of allowances from 1st July. Mangalsen came along with him on the initiative of Ward President Ganesh Saund by reserving 5 vehicles from 9 tolls of Ramaroshan-3.

It was not easy to reach Mangalsen for those who could not even sit in the car, could not speak, and could not hear. Kamman, whose economic condition was weak, used to work in India. After being the main earner of the family, his wife, 55-year-old Ratna Luhar, has added all the responsibilities of the house. Ratna, who came to make an identity card for her husband's allowance on Thursday, said that she reached Mangalsen after clearing the loan. The car does not reach the house. Husband cannot walk . Ramaroshan-3 75-year-old Jawadevi Luhar of Pasela became a citizen in 2045. All the documents were destroyed after the district administration was destroyed by the attack of the then rebel Maoists . That's why Javadevi also reached Mangalsen on Thursday from Ramaroshan to make a copy of the citizenship. 55-year-old daughter-in-law Taradevi Luhar carried her from a place where no vehicle could drive. Jawadevi, who reached Mangalsen for the first time, kept vomiting until she reached the district administration. It was very difficult for her to reach Mangalsen when she got into the car for the first time. "I had to come here anyway after I was told that I would not get the allowance if I didn't make a national identity card." Bajyai (mother-in-law) had become like a madman . I was also afraid that something would happen to my aging body, traveling by car,' she said, 'They carried me to the place where the car is moving.' Ramaroshan - About 50 senior citizens from 3 to 9 tolls were facilitated by Ward President Saund to bring them to the administration to make national identity cards on the same day. He said that the senior citizens of the ward were brought to the headquarters in 5 vehicles. Ward president Saund said that since the national identity card has to be made only by making a copy of the citizenship, the recommendation given by the ward is done by sitting next to the district administration. "We have facilitated bringing and delivering in vehicles. They have borne the car rental themselves . As it would be difficult to come to the headquarters one by one after bringing recommendations from the wards, we also came here one day to do the work of the ward," he said. "National identity cards are not required for those over 90 years of age and children. Since July 1st, it is mandatory to receive other allowances, so we are making it easier to bring them to the headquarters. We will also bring those who are not able to come and those who are missing in the same way.

He said that since national identity card is mandatory to get social security allowance, it is a challenge to be able to give allowance to everyone from July 1st. He said that there are only elderly people in some houses and there is no one to come to the headquarters to make a national identity card as their protection. The Supreme Court dismissed the writ at that time on January 6. With the dismissal of the writ, the way was opened for the implementation of the government's decision to make identity cards mandatory in public services. Even though the Supreme Court has ordered to make identity cards compulsory only so that the citizens do not have to suffer in order to get public services, the common people have complained that they have to suffer.
