At the starting point of the Madhyapahari highway of national pride, road construction work has become rampant.

Roshan Shivshakti JV and Santoshi Shivshakti JV, who took the responsibility of laying the black sheet on different sections of this highway, have not been able to speed up the construction. So far, only 27% of the first section, 14% of the second section and 49% of the third section have been completed. While this road should have been completed in 2078.

50 km area under the Madhyapahari Lokmarg is lathaling after the workers left the job due to non-payment of wages. Roshan Shivshakti JV and Santoshi Shivshakti JV, which took the responsibility of blackening the highway in three different sections, left their work 15 days ago due to non-payment of 150 workers. They have complained that they have not received their wages for 6 months.

The government has repeatedly extended the deadline 3 times to the company that did not work within the stipulated time . The third extension expires next November. The second volume is even more thrilling due to Santoshi Shivshakti JV . Nar Bahadur Gurung, a ward member of Yangwarak rural municipality-1, says that the possibility of vehicles running in the first and third sections is very low. According to Gurung, a member of the ward who is constantly monitoring the road construction, the builders have yet to pay wages of nearly one crore to the workers.

construction businessman Surendra Pathak has repeatedly promised to continue the work, but the necessary tools, equipment, devices and manpower have not been provided by Madhyapahari Highway Project Office Fidim. Dipendra Pandey, head of Madhyapahari Lokmarg Project Office, said that despite repeated requests to complete the work of this road connecting Yangwarak-4 Darimba to Oyam Ward 2 Falaincha and Ward 1 Changthapu to Chiwabhanjyang, the border crossing with Sikkim, the businessmen did not stop.

Pandey commented that it is unfortunate that Pathak, the owner of the construction company Santoshi Shivshakti JV, which has taken the contract to blacken the road, got the contract for all the three sections . Residents of Yangwarak Rural Municipality-1, 2 and 3 of Panchthar along with Sidingwa Rural Municipality-1 and 2 of Taplejung district have been suffering due to road congestion. Locals are worried about the difficulty in transporting food and daily necessities to this place during the rainy season.

District administration office through the project office is discussing to break the contract of this road at the ministerial level, but it has not been meaningful . This condition of the road has happened even though there is no agreement between the Ministry of Finance and the Ministry of Physical Infrastructure on how to work after the contract is broken.

In January 2076, Shivshakti Construction Services signed a contract with the government to blacken the 51 km road from Darimba to Chiwabhanjang within 2 years at a cost of 1.25 billion rupees. Expected progress has not been made on this road for 6 years after taking the contract . The culverts and causeways installed in different rivers along with the bridges of Oyam river, Osam river and Falam river here were washed away by the rains of June 2 last year . When there is no rain in these rivers and creeks, even though cars and people can cross them, they cannot be crossed during the rainy season.

Surendra Pathak, the proprietor of Shivshakti Construction Services, claims that he could not work on time due to the increase in the price of petroleum products due to the election of Corona period, 2079. Project head Pandey says that no matter what excuses the contractor makes, they do not pay attention to the work at all. Pandey said, "Where do they go all the time, when it starts raining, they bring 2-4 workers and leave them in the field, because of this trend, the road is in this condition."

This road connecting Darambia to Chiwa Bhanjyang has been divided into three sections and contracted. The contract for all the three sections was awarded to Shiv Shakti Nirman Seva in a joint venture (JV). Roshan/Shivashakti JV has bagged the contract for the first segment, Santoshi/Shivashakti JV for the second segment and Roshan/Shivashakti JV for the third segment. However, the proprietor of all the three sections is Surendra Pathak. Mohan Limbu, a driver, says that nowadays it takes a whole day to cross the 21 km road from Tharpu to Changthapu, which is covered in about two hours before the rains start.

The road section from Tharpu to Oyam has been damaged due to the negligence of construction workers, said Bimal Rai, the ward president of Yangwarak-3. The science teacher of Yangwarak-3 said that when the contractor leaves the work incomplete, accidents happen on a daily basis in this Tharpu Changthapu road section. He was seriously injured in a motorcycle accident on Hilamya road and expressed his sorrow that Madhyapahari Highway has become an obstacle in the development of this area. About 30 km of road up to the border point above Changthapu is in poor condition. Back-cutting on the road causes vehicles to get stuck. Due to the stones piled up in the middle of the road, vehicles cannot move. The delivery of food and other materials to the Border Out Post (BOP) of the Armed Police Force (APF) in Chiwabhanjang has started. Chaunrigoth, Vedigoth in the Chiwa region at an average height of 3200 meters is also suffering from water supply.

The total distance of Madhyapahari highway connecting from Chiwabhanjang in Panchthar to Zhulaghat in West Baitadi is 1879 km, Panchthar section is 114 km, of which the road from Tamor river to Darimba has been paved. Although the work on the Darimba-Chiwabhanjang section started late, it has been 17 years since the government started construction of the Madhyapahari Highway under the national pride project. Bhim Bahadur Yongya, President of Yangwarak Rural Municipality, says that the government has extended the deadline three times before and appeased the contractor who was late without checking the progress of the work.
