It has been more than a week without good rain in Siraha. However, under Golbazar-Lagdi Gadiani road section, the road in Arna Rural Municipality-1 Mahnour Chowk is still covered in mud formed by rain water a week ago.
From Golbazar to Lagdi Gadiani, this road is ugly with mud in places, and in places where rain water has dried up, it is covered with dust . This is not the only problem now, for the residents of this 28 km long stretch of road, mud and dust have become fate for years.
The suffering of dust suffered by the common people during the dry season is not understandable, but due to the mud in the rainy season, even an ambulance cannot ply on this road . This road in Siraha area number 3 becomes an election issue in every election. However, locals say that this road issue will disappear with the election. "I have been hearing that this road is being built since I was a child. We have met many leaders with the hope of this road, but all of them just cheated," said 40-year-old Sikendra Yadav of Arnama rural municipality-3. Postal Road Directorate, Planning Office Janakpur has been constructing this road for almost five years. However, during this long period, not much work has been done except for making drains and putting gravel in some parts of the road.
directorate awarded the contract to Contech Pvt Ltd, Kathmandu for 91 crore 39 lakh 79 thousand 60 rupees for the construction of this road for 30 months on 24 August 2077 i.e. 23 February 2079. However, this contractor, who could not make normal physical progress even after the contract period ended, was extended by the directorate for the first time until February 22, 2080 and the second time for one year each until February 22, 2081. .
After this deadline, the physical progress of the road is only about 28 percent. However, for this, the payment to the contractor company has been 25 crore 49 lakh 7 thousand 714 rupees excluding VAT.
The directorate has again advanced the process of extending one year to this contractor company . Director Krishna Kumar Mahato said that the contractor has come with a new commitment and is now going to add time as he has asked for one last time. "How many times have high-level meetings been held on this issue, we can work within a year, if we have to extend the deadline, we are going to give it a year," he said, "let's hope, the work will be completed within this period, if not, we will proceed with the process of taking action against the contractor." He said that due to this, the road construction has come to a standstill. "Here the main contractor does not care, sometimes we see other contractors working on the road," he said. However, he claimed that he did not know much about it and that they did not have any agreement. "We have also heard that the contract has been awarded to Petti, but we don't know that much," he said, "rather than who did what, what we know is the original contractor." ``We did it by giving a contract in a box, how many came, how many left,'' he said to Kantipur, 'but the work has been delayed due to the fact that the site is not cleared in some places and sometimes there are delays in payment.'
Ashok Yadav, chairman of Arnma rural municipality, complains that the contractor company and the directorate have been extremely rude in the construction of this road and because of this, the common people here have to suffer. However, he told that even though he appealed to everyone, he did not get anything but assurance. "I have called the contractor to my office many times and asked them to work quickly, now they are not in touch with me, I am tired of telling how many times I have told the directorate, even the MP of this area Lilanath Shrestha," he said, "But, I have received nothing but assurance from everywhere."
