Prime Minister KP Sharma Oli also laid foundation stones of 5 to 15 bed hospitals in 396 municipalities. Somewhere the work has not started, somewhere there is confusion. Rolpa's Thabang rural municipality has completed the construction of the hospital building. The municipality has made final preparations to operate a community hospital here.

Tul Bahadur Pun, the health coordinator of the rural municipality informed that the construction work of the building has been completed and the services of the hospital have been operated from there. "According to the government's policy of building a 15-bed hospital building at every local level, we have completed the building . Now we provide hospital services from here," he said. Earlier, the community hospital in Thabang was being run by the community. Now community health services will be conducted in the new building. The municipality has prepared policies and procedures accordingly. 

The hospital will be led by Dr. Rukichi Ishida, a Japanese doctor who has been working for two decades. He is living in Thabang. He has been providing health services free of charge. He is also a senior orthopedic specialist who retired from the Japanese government hospital. Two local students have already studied MBBS by working in a community hospital. One person was helped by a Japanese doctor to study MBBS.   

Similarly, Runtigadhi rural municipality has already constructed a new building for the former primary health center in Holleri. The rural municipality has been operating the center in the same building. Prior to the new restructuring of the local level, Primary Health Centers were operating at Holleri and Sulichour in Rolpa. With the aim of expanding effective services from the health center in Holleri, the rural municipality has constructed a building with 15 beds. Now the municipality has put forward a plan to operate health services from the same building. Janak Pun, Chairman of Runtigadhi Rural Municipality, said that the hospital is planning to expand its services from the same center. A primary health center has been operating in our municipality for a long time. Now it has been decided to provide the services provided by the 15-bed hospital from the same building," Chairman Pun said. He said that since there are various problems in running a separate hospital with 15 beds, the goal has been taken to serve the people by making the primary health center active.

The construction of the hospital building near Nerpa, the center of Triveni, is in the final stage . Purna Bahadur Budhamgar, head of the municipality's health service, said that the construction of the hospital building has started on the land donated by the locals to build a 15-bed hospital building. According to him, the hospital building is being constructed on an area of ​​24 ropani and a building of 60 rooms will be constructed. Chief Administrative Officer Nimraj Bhattarai said that if the population and geography of the municipality is considered as the base, there is a need for a hospital here. According to him, at present, quality service is being provided by one doctor through the health post. President of Triveni Karna Bahadur Banthamgar said that the service will be expanded with the construction of the hospital building. Our plan is to improve the health condition of the people by operating the hospital. After the construction of the building, we will provide quality service,' he said.

Like Triveni, Parivartan rural municipality is also doing building construction in a big way . Hariprasad Budhamgar, the spokesperson of the change and the chairman of Ward 2, said that although the construction of the building was delayed for some time due to the builders, it has now reached the final stage. "We have given priority to build the hospital building, now the building will be ready soon," he said.

For the purpose of operating the hospital with its own capacity and manpower, Parintar Rural Municipality has allocated expenses for one person to study MBBS at its own expense. According to that, a local girl student has been sent to study medical science from the previous year by paying the expenses of the municipality itself. Suk Bahadur Budhamgar, Chairman of Bariwar Rural Municipality, said that the local level has helped to study MBBS under the model project with the aim of running a hospital in the village by providing scholarship to the local people.

Rolpa municipality has also decided to provide financial support to one person to study MBBS by giving a scholarship. City chief Surendra Ghartimagar will be able to help one person to teach MBBS every year as a matter of policy. He believes that it will be easier to operate the Rolpa Hospital in his area. But there is a current provision to bring the district hospital under the provincial jurisdiction. However, the city is also bearing the financial burden for manpower and other services in the hospital.

In this way, Thabang and Runtigadhi Rural Municipality are among the first to build a hospital, while Triveni, Madi and Parivartan have also started the construction work. But for a long time in Madi, the land dispute had to be fought all the way to the court. At present, the work has been started only after winning the case . Pahalman Wali, the information officer of Madi, said that after the decision of the case, the work was started and the work is being done at full speed. Madi President Amarsingh Ghartimagar said that although he gave first priority to the construction of the hospital building, it took time due to land disputes and lawsuits. Now the work has started. "If the building will be ready in the next year after the work is done, the hospital will be able to operate soon," he said. 

Sunchhahari, Lungri, Sunil Smriti and Sukidah Rural Municipality have recently started construction of hospital building. Building construction work has already started in Sunchahari. Amarjit Pun, the spokesman of the rural municipality, said that in the first phase, 80 million budgets have been allocated for the association and the locals. Similarly, DPR has been completed in Sukidah. There is a plan to build a hospital building in Jinabang, where the health post is currently located. Sukidah information officer Tilak KC said that since the DPR is recent, the work will start now. 

The construction of the building is stuck at the initial stage as the land purchase and other processes are still ongoing in Lungri and Sunil Smriti . Due to various reasons, some of the local levels of the district, which are considered critical and less developed, have delayed their work, due to which the health sector has not been prioritized. Sunil Smriti already has a primary health center, so the services of doctors are also provided from it. The process of purchasing land and allocating budget to build a hospital building in Sulichaur, the center of the municipality, has started. 

According to the government's slogan and policy of 'one local level, one hospital with 15 beds', hospital building work is going on in 10 local levels of Rolpa. According to the policy of operating at least one hospital at each level, most of the levels here have started building hospital buildings. 

The local level is working fast to build the building. According to the plan, the construction of the building has been completed in some places, while the construction work in some places is in the beginning stage. In some cases, the construction work has been completed by half. Since the Rolpa municipality in the headquarter is already operating the district hospital, it has not planned to build a separate hospital building. He has been supporting the district hospital. Apart from this, Runtigadhi rural municipality in Holleri, which already has a primary health center, has been operating the center. There is also no plan to build a separate hospital building. But Sunilsmriti Rural Municipality in East Rolpa, where the primary center is located, has started building a building to operate a 15-bed hospital.

After the union government will provide some budget to the local level to build a hospital building, all levels have put forward this plan . During that time, some levels in Rolpa have already constructed a building and run a hospital. The construction of a hospital building in Rolpa has been started after the government instructed to formulate and implement a policy to operate a hospital with at least 15 beds at every local level. 

problem of budget

The biggest reason for the delay in building a 15-bed hospital building is lack of budget. After the restructuring of the local level, road construction was considered as the first priority while selecting the priority for development. Therefore, most of the levels gave priority to road construction. Triveni allocated 18 crores, Madi 180 crores, and Parivartan 150 crores to build the building. All the work is done through tender. Other municipalities have also allocated a budget of approximately the same size. In this way, the local level of Rolpa has to spend about one and a half billion budget in building the hospital building. On the other hand, after the building is ready, doctors have to be appointed with standard lab facilities to run the hospital. 

Since the government has added the responsibility to the local level, there are complaints that doctors cannot be appointed for a long time. Although Thabang, Madi, Triveni and Runtigadi provided services by appointing doctors, some levels said that they were forced to stop the service in the middle. 

It is good to have a hospital in the village, but there should be no doubt about the condition of providing services. On the other hand, the service level and the people should be able to bear it. In the current situation, there is no solid basis to say that the local level will be able to operate the hospital as planned by the government," said Vishal Subedi, the ninth level officer of Lumbini Province Health Ministry.
