There are three projects of national pride within Baglung district. Four strategic roads and half a dozen large buildings and as many concrete bridges have been under construction for years. All those projects have been unfinished for decades.

Those plans that could not be put into operation sometimes become only election slogans . The 25 km road from Baglung Bazar, the headquarters of Madhyapahari Lokmarg, which was contracted in the year 2071, towards Ghodabandhe has not been completed yet. The contract of Surya Construction has been canceled after the contractor has delayed the work even after extending the deadline several times and Siddhisai Bharat United Construction Company has also delayed the work . Even the work started through the box contractor has not been completed .

As the road is dangerous, the passengers of buses and other vehicles running from Rukum, Jajarkot, Dailekh, Rolpa and Dolpa in West Nepal have suffered. In this section, there is snow in winter and ice in rainy season . Landslides keep blocking the road.

The road section that has been constructed is also dilapidated. Galkot municipality-1 intersection and Jhankristhan, Malm of Ward 9, the road is also blocked. In Ward 11, Darmakhola hydropower company has become dangerous after the encroachment of the road. In some places, individual houses have been built and the standards have been broken. Even after 12 years of construction, the road is being encroached upon as the gazette has not been published.

Balewa Maldhunga section of Kaligandaki Corridor is also stranded. On Thursday also, a vehicle was damaged due to the fall of stones from the landslide . After the landslide that has fallen in Ecclesall for 5 years is not managed, the traffic is blocked many times . The alternative of landslides has not been explored.

60 km from Balewa to Ridi in Gulmi has been blacked out and the 10 km section of Bidari Construction has come to a standstill. Due to the non-construction of the road in this section, the travelers along with the residents of South Baglung, who were walking from Gulmi, Palpa to Muktinath, are stranded. Even now this section is muddy when it rains. Despite repeated initiatives by the local level, the contractor company has not completed the work.

The 4th District Assembly of Baglung has decided to draw the attention of the state to speed up completion of more than a dozen pending works including those two plans. ``We were forced, we came to a decision to remove the compulsion to walk on dangerous roads for years,'' Amar Bahadur Thapa, head of the coordination committee said, ``We have also recommended strict action against the contractors who delay taking the work.''

Baglung section of Saljhandi Dhorpatan road has not been worked on either . After 16 years of construction, passengers are forced to suffer on the Baglung section of this road. Still, most of the 61 km tracks within Baglung have been opened. If it has already been opened as a rural road, there has been no change. "If we work, the people will suffer, if we don't, the people are suffering," said Bhimsen One, vice president of Badigad Rural Municipality, "We have taken initiatives in the ministry to take action against those who do not work."

Out of the 61 km road within the district, the contract for the 22 km section from Burtibang to Dhorpatan is also stalled. Swachhand, Ombuddha Joint Construction Company, which took the contract to gravel Burtibang Falleghar, has stalled after completing only 35 percent of the work in the specified time . Gagal Bahadur Bhandari, head of the Saljhandi Dhorpatan road project, said that there was no progress even after the allotted time.

After taking the contract in October 2078, only 30 percent of the target to be completed on May 4, 2081 has been completed. Even that is not protected, but everywhere is destroyed . Travelers are traveling at risk as it is slippery and potholed. So far, the financial progress has not gone above 30 percent due to the contract for 25 million 61 million rupees.

The District Assembly which was held on Wednesday has decided to draw attention to the construction of Upallachaur to Bihun section, Saljhandi Dhorpatan and Corridor on the first priority. Apart from that, the administrative buildings of Galkot and Jaimini municipalities are also stalled with 50 percent progress at the end of the deadline.

National pride and strategic planning have been incomplete for decades

After the Kushmisera-Bareng-Shantipur strategic road was blocked, the locals protested several times. Galkot's Harichour to Malm, Pandavkhani via Gulmi connecting road, Burtibang to Bongadovan, Sole via Myagdi connecting road, Galkot to Tarakhola via Myagdi connecting road are also stranded . All four of them are strategic roads .

The concrete bridges of Daramkhola and Bhujikhola have been standing still for decades. The Assembly has drawn serious attention to all those plans. A new one has not started after the contract was canceled after the plans of a decade ago were put on hold . Engineer Sagar Bhandari of Road Division Office Baglung said that the contract was canceled and there was no certainty of funds for the new work, there was a legal hurdle and there was no decision on what to do technically for the rest of the work.

It is unfortunate that Gaurav's project has been stalled, and the MP of Baglung Region No. 1 and former Deputy Prime Minister Chitra Bahadur KC said that he will draw the attention of the government to start the work. "Contractors have influenced the state by stalling the work," says KC, "big plans are always stalled until strict action is taken against the cheaters."
