After awarding the contract for the construction of 'spur' to protect dams and settlements from the floods of Lalbakaia and Bagmati rivers, the work has been affected due to non-availability of the required budget. According to project chief Siddiqui, only 2 contracts have been started so far. The remaining 10 have not been worked. For the protection of the newly built dam and the old ones, the project has contracted to make a spur within one year through the contract. If the spur cannot be built, the risk of the dam collapsing and flooding directly into the village will increase, said Siddiqui, the head of the project.

The dams constructed by the Government of India to control water during floods in the east and west of Lalbakaia and Bagmati Rivers have collapsed in places. From this dam, water enters the village and floods it. There is lack of budget to repair the damaged place and build the spur. The project is going to construct 7 spurs towards Lalbakaia and 5 spurs in Bagmati. 9 contracts have been signed on 20th March 2081 and 4 contracts have been signed on 2nd June 2081. But the contractor company is not working until the budget is allocated . It is mentioned in the contract that all the contracts should be completed within one year . The project stated that the contract was affected due to lack of budget. 

Last week, a team of security agencies including the Chief District Officer approved the site where dams and spurs of Lalbakaia and Bagmati rivers are to be constructed. After that, the river control office has been requested to start the work .

In 1989, the Indian government built a dam about 37 km long. Even though the same dam protects the settlement, in recent times due to lack of maintenance, water has been leaking into the village. Last year too, due to lack of budget, the damaged dam was repaired late. Anandsagar Singh, the owner of Shreeji Builders, who got the contract to repair the new spur and the old one in the Bagmati River in Rajdevi Municipality, said that the work could not be started because the money was not given for the construction of the spur. We have asked for some money in advance to start the work. We also discussed this with the administration,' he said, 'Even if the river control project is done orally, the work has not progressed.' Singh said that 11 such contracts will be affected by the lack of budget.

Locals are angry that the dams of both rivers will not be repaired on time. Those who live on the other side of the dam are more frightened. There are about 400 households across the Bagmati Dam. Shambhu Singh, Chairman of Durga Bhagwati Rural Municipality, said that if the dam collapses, the risk of being swept away will increase. "There has been a problem because the budget has not been ensured with the contract for dam repair and new spur," he said, "if the dam is not repaired this year, flooding will cause great damage." 

After more than three decades of construction, the dam is getting weaker and has started to collapse in places due to the pressure of water. Last May, the river control project repaired 50 places. Last year, due to the collapse of the dam, most of Gangapipra, Rajdevi, Ishanath municipalities of the district were inundated. Lalbakaiya has been causing more damage to villages in the north including Ishanath and Bagmati to Gaur, Durgabhagavati Rural Municipality, Rajdevi Municipality etc. .

Provincial MP Yuvraj Bhattarai said that despite pressing the government to find a long-term solution to protect Madhesh from floods, it has not been achieved. Residents of Bairia, Fatuha, Pokhria, Tejapakad, Khoria, Butuwa Laxminia, Inerwa, Maryadpur, Gamharia, Buniyad, Laxminia areas in the western part of Lalbakaia are in panic after the rain started. East Sarlahi of Bagmati in Dhurwa, Mahinathpur, Harkathwa, Manpur, Manpur Dhaw, Hazria Malah, Rajghat Kharsal areas have also been affected by floods. If the dams in Lalbakaiya and Bagmati are broken, the risk of flooding will increase in dozens of settlements around the river including the headquarter Gaur, Brahmapuri, Belbichuwa, Mudwalwa, Lakshmipur, Basantpur, Bhashedhawa, Pipra. Badharwa, Chandia area in the west has the same condition of the dam .

The villages of Lakshmipur, Baluwa, Dharampur, Gamharia, Sangrampur, Gadho, Sigaraman, Gangapipara, Madhopur and other villages in this region are at high risk of flooding due to non-repair of the dam. A major accident was avoided when the dam at Inarbari was destroyed by the Lalbakaiya flood last year. At that time, the administration, with the help of the army, police and locals, temporarily stopped the inundation by placing sacks in the collapsed area. As the potential danger of both rivers could not be estimated, the locals A huge loss has been incurred . It is seen that if the dam is not repaired in time, it may cause a major accident.
