Badigad Rural Municipality constructed a hospital building in Ward-5, Gwalichour district, after spending four years. There is a road to reach the said building. Electricity and drinking water have also been connected. Now the electricity tariff has also started to rise. The building, built at a cost of 180 million on about 15 ropani land, has been deserted for a year.
Badigad has constructed a building for the operation of a 15-bed hospital under the 'One Municipality One Hospital' scheme. Although the building was completed last year, running the hospital here has become very challenging. Manpower, equipment and daily operating expenses are lacking.
Rural Municipality President Gandaki Thapa Adhikari, Vice President Bhimsen One and Chief Administrative Officer Mukti Paudel have called the federal and provincial health ministries many times. They complain that despite meeting the Chief Minister and Health Minister of Gandaki province, no concrete answer has been received.
In November 2077, the then Prime Minister KP Sharma Oli laid the foundation stone for the construction of 5, 10 and 15-bed hospitals in 396 municipalities at once. Locals are disappointed after the hospital is not operational even though the building has been built at the cost of crores. "We have all donated land for the building, but there is still no idea of operation," says local Rajeev Ghimire, "What's the use of just building a house if people don't get services?"
No equipment and materials have arrived for the operation of the hospital . Chief administrative officer Paudel says that management of X-ray, video X-ray, operation theater, delivery room, OPD, beds for patients, and other furniture will cost a minimum of 5 crores. Paudel said, "It is a municipality in a rural area, not even one crore is collected during the year. In such a situation, how can the hospital be operated?" Poudel said, "The Union and the state should invest at least for the first time." Badigad rural municipality, which aims to collect 16 million internal revenue in the current financial year, has collected only 75 million rupees till April.
So far the road network has not been connected to the Badigad-8 office. In other wards, there are only unpaved roads. In the rainy season, you have to suffer to reach those roads . The presiding officer says that since there is no internal income, the municipality has not been able to invest. He says that due to the lack of budget, the work of other infrastructure has also stopped. She said that the goal of operating services including birthing centers in all ward health institutions has not been met.
There are 7 health posts in this municipality with 10 wards. Only birthing centers have been established in some places through community health units. If a complex problem needs to be treated, the residents here travel 75 to 90 km to Palpa, Butwal and reach the headquarters. In terms of
infrastructure, this hospital also has accommodation for staff and doctors. The post-mortem room is separate . Attractive building and parking lot. But there is a risk that the building will become dilapidated if the service is not provided. The
building has an open space that can accommodate 40 to 50 people . A lot of places for patients to line up have been left . A big ram has also been made to carry wheelchairs to the handicapped building. But due to the lack of protection, water has started to enter from the upper floor . The wind blows the window and splashes the rain and penetrates inside the curtain . There is no one to clean the building .
Rural Municipality Chairperson Adhikari herself says that people's health services will not be provided by building this building. She expressed concern that the building will become dilapidated if no initiative is taken for immediate operation. "For a year, we have been trying hard to run a hospital in the union and the state," she said, "If the hospital is not ready to run, I will build a residence for the village staff."
There are more than 60 employees in the municipality alone. They have camped in the old houses of the village. She commented that if regular cleaning is not done and people do not live, the building will become dilapidated. "The state should invest crores of rupees and bring the concept of hospital and run it compulsorily," she said.
If the hospital operates in this building, more than 50,000 people from all 10 wards of the rural municipality will get services. Apart from that, the residents of Musikot in Gulmi can also get regular service .
Deputy President One said that this hospital will be useful in the treatment of road accident patients as it is located at the end of Madhyapahari Lokmarg. He says that the local people are suffering due to the lack of attention of the state even on sensitive issues like health. "In a simple way, the state will not look at the rural villages, the budget will go only to the home district of the top leader, who are close to the minister," he complained, "at this time, the budget has been dug in the district of the prime minister, or there has been a lot of development in the constituencies of the former prime minister, finance ministers."
Burtibang Hospital, which was opened some time ago, has also complained that there is no effective treatment due to lack of equipment and manpower. There is no municipal hospital in Dhorpatan municipality. But since it is within the municipality, it can make maximum use of this hospital. Deputy Chief Dhan Bahadur Kayat has written on social media saying that services will not be possible if the hospital building is opened and has demanded skilled manpower immediately. He also commented about the leader coming to inaugurate. Last February, Chief Minister Surendra Pandey inaugurated this hospital. 
The 10-bed hospital building under construction between Nisikhola Rural Municipality-3 and 4 of Baglung is also incomplete. After the land was available from the locals, the municipality contracted for the building five years ago . The building under construction at a cost of 100.99 million rupees has not yet been completed as it was supposed to be completed two years ago . "Looking at the outside, it looks like the work has been completed, but there is still a lot left," Surya Bahadur Gharti, chairman of the rural municipality, said, "The building has been built well, but due to lack of budget, it has not been completed." Himdung AC IS Joint Construction Company has taken the contract to build this building.
After the rural municipality provided 9 ropani land, the federal government released the budget for the construction of the building. But the contractor has yet to receive payment of more than one and a half million for the work done in the previous year. Due to this, the chief administrative officer Jeevan Pun said that no more work could be done this year. Even though there is an initiative in the federal government, Pun says that he is not sure that the work will be completed until the budget comes.
As the hospital building is completed, there is no budget for equipment purchase, regular hospital operation and staffing. Nisikhola also has an internal income of less than 1 crore. "If the hospital is to be operated in the first phase, more than 30 million will be spent," said Juni Gharti, the head of the health branch, "After running the hospital, it should be able to provide services, for that there is a need for skilled manpower." Even the birthing center is not operational in Nisikhola. Some women reach Palpa and stay in camp if they have to give birth safely.
Last year, the rural municipality spent 20 lakhs and built a concrete wall in the river near the hospital. Gharti said that if this hospital is completed, more than 25,000 people of the municipality will receive services as it is geographically located in the center of the municipality and is close to the Madhyapahari highway. The construction of the hospital was started after the local gave 9 ropani of land .
Tarakhola, Jaimini, Kathekhola and others have not built a hospital. Jaimini and Galkot municipalities have upgraded the old primary health center and operated it as a city hospital. In that hospital, the service is operated on the same basis as the old primary health center . The local level has invested and provided services including surgery in Galkot. Jaimini has not been able to provide surgery services. OPD, video x-ray and other services are provided.
Kathekhola has built a hospital near the then Bihun health post. But since it is not on the side of the road, it is less used . After reaching 20 km journey, most of them reach the local headquarters .
Baglung Nagar Hospital has also been idle for four years . The hospital under construction in Ward 13 in Balewa has become useless after the construction company abandoned it.
Health Minister of Gandaki Province Krishna Pathak says that some programs will be added to make good use of the existing structures. He said that initiatives will be taken for O&M-compliant posts and equipment in the federal government. "If there is a situation where some equipment can be operated, we will support it from the province," he said.
